%JjIN w <br />BRIGHTON <br />the city that works for you <br />Council Worksession <br />April 11, 2017 <br />5:00 pm <br />Present: Mayor Valerie Johnson <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter, Tony Paetznick <br />Guests in Attendance: Becky Moulder, Brian Schmidt <br />Fire Relief Association <br />Paetznick stated Becky Moulder was present to deliver a presentation on the 2016 Fire Relief Audit. <br />Becky Moulder provided the Council with a handout and gave a presentation on the 2016 Fire Relief Audit. <br />She explained the Fire Relief received a clean or unmodified opinion on each of the four reports. The level and <br />activity of the pension fund was reviewed in detail. She then asked for questions or comments from the City <br />Council. There were no questions at this time. <br />Paetznick reported Brian Schmidt was present to review the Fire Relief Annual Report with the Council. <br />Brian Schmidt reviewed the Fire Relief 2016 Annual Report with the Council and commented on the financial <br />performance of the fund. He noted the Fire Relief Association currently had 37 members and seven members <br />which are deferred. He listed the individuals serving on the Board. He discussed the history of the Fire Relief <br />Association and commented on the retirements that occurred in the last year. Due to the positive performance <br />and healthy fund balance he requested the Council consider an increase of $200 bringing the yearly benefit to <br />$6,700. He asked the Council for comments or questions. <br />Councilmember Jacobsen asked how the fund balance would be impacted if the increase were approved. <br />Paetznick discussed the fund projections and noted the fund would not go below 100% if the increase were <br />approved. <br />Mayor Johnson questioned how deferred payments were handled if an individual were to pass away. Paetznick <br />stated the payments would then be made to the survivor. <br />Councilmember Burg inquired if the annual payment was increased by $200 if a contribution would be <br />required from the City Council. Mr. Schmidt reported the increased funding amount could be achieved <br />without requiring a municipal contribution. <br />Mayor Johnson encouraged the Fire Relief to consider creating a slide for their presentation on the trending <br />growth of the fund for the Council meeting. <br />
