May 9, 2017 Page 4 of 5 <br />price includes AOP equipment supplied by Trojan. <br />City Manager Lotter explained this project consists of a building addition at Water Treatment <br />Plant 1, which will include the installation AOP equipment (UV reactors, peroxide vessels, <br />piping, and controls), piping and valve improvements in the existing plant, HVAC and lighting <br />improvements, painting and special coatings repair, external building finishes, landscaping, <br />and fencing modifications. He reported Greg Kiel with Barr Engineering had a presentation <br />for the Council. <br />Greg Kiel, Barr Engineering, discussed the history of City Projects 16-9 and 16-10 in detail <br />with the Council. He explained TCAAP has acknowledged their part in the City's water <br />contamination and was assisting the response team to eliminate the 1,4 -Dioxane from the water <br />supply. He reviewed how the City has provided safe drinking water through an <br />interconnection with Minneapolis. He commented on the pilot scale testing and described the <br />long-term treatment solution that would be used to remove 1,4 -Dioxane from the City's water <br />supply. He reported there were only two qualified vendors capable of installing the UV <br />Peroxide technology required within WTPI. <br />Mr. Kiel described the best value procurement process and noted Trojan was the only bidder <br />for City Project 16-9, and reiterated Trojan equipment was used during the pilot study. He <br />discussed the process followed by staff to review the bid. It was noted Trojan equipment was <br />used at each of the sites the staff visited (Tucson, Artesian Water), and Trojan was also <br />selected for installation at the City of St. Anthony Village. A layout of the plant was reviewed <br />with the Council, along with the upgrades that would be made to the treatment plant software. <br />The improvements planned for the existing plant were described in detail. <br />Mr. Kiel stated if approved the contract with Trojan will be assigned to the general contractor <br />selected for City Project 16-10 — WTPI AOP Expansion. He explained the general contractor <br />will install the equipment supplied under this contract. He reported staff received five bids for <br />the general contractor work. The low bidder for the building expansion, Magney Construction, <br />Inc. has done work for the City at Water Treatment Plant 1 in the past. He reported City staff <br />finds Magney Construction, Inc. to be qualified and capable of performing work of this <br />magnitude. The process that would be followed to switch back to the Mount Sinai wells as <br />discussed. If awarded, the contract requires the project to be completed by November 15, 2018. <br />Mayor Johnson thanked Mr. Kiel for his detailed report. <br />Councilmember Burg questioned how often the bulbs would have to be replaced. Mr. Kiel estimated the <br />lamps would last for 12 to 15 months if used continuously. <br />Councilmember Burg asked how the vendors were proposing to "add value" to the project. Julie Masakovic, <br />Barr Engineering, discussed the pressure rating required within the RFP and noted the vendor had proposed a <br />lower PSI which would save the City $60,000. <br />Councilmember Jacobsen requested fiuther information on how this project would be funded. City Manager <br />Lotter reported the City set aside a separate fund for the litigation dollars the City received from the Army for <br />water treatment. He indicated the new contaminant led to additional long term planning for WTPI . The <br />previously received dollars were not planned to address 1,4 -Dioxane. This led the DX response team to <br />renegotiate with the Army on the new issue. <br />Councilmember Strub appreciated the approach the City took to address this serious issue. He thanked staff <br />for the thorough report and was pleased by the new water treatment program that would be put in place. <br />Mayor Johnson stated this was an historic vote for the City Council. She appreciated the fact that staffwas <br />proposing technology that would move the water treatment plant 50 years into the future. She was thrilled the <br />City had found a solution to the water situation. She thanked the DX response team for all of their efforts on <br />behalf ofthe residents ofNew Brighton. <br />Councilmember Burg thanked all staff members and consultants who have been involved in the DX response <br />team. She was proud of the fact the City had worked so diligently to resolve this issue. <br />Councilmember Jacobsen thanked Barr Engineering for all of their assistance on this project. <br />
