CI'NY of <br />OBRKA-TFON <br />the city that works tier you <br />Council Worksession <br />May 23, 2017 <br />5:00 pm <br />Present: Mayor Valerie Johnson <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter, Janice Gundlach <br />Guests in Attendance: Cor Wilson <br />Councilmember Burg expressed concern with the playground structure that was being presented for the Eagles <br />Nest. She had a gut feeling the quality of the equipment was different between the two vendors. She wanted <br />to be ensured that the equipment purchased would last and explained all replacement parts for the proposed <br />vendor would have to come from China. <br />Lotter explained City staff would be making a presentation to the Council on the equipment this evening and <br />may have responses that would address these concerns. He indicated it would be up to the Council if they <br />wanted to delay the matter. <br />Councilmember Bauman asked if the vendor could provide the Council with examples of their structures. <br />Councilmember Burg stated the vendor claims their structures are the best. <br />Councilmember Strub and Councilmember Jacobsen stated they would support the matter being tabled if the <br />Council did not have adequate information to approve the Eagles Nest playground structure this evening. <br />NSCC Update <br />Cor Wilson, NSCC, discussed the budget numbers for CTV for 2016 and commented on how the strategic <br />planning committee was working to address her organizations future budget. She reviewed the formal and <br />informal processes that CTV has been following to negotiate a contract with Comcast. She discussed how <br />PEG fees were utilized be CTV and described how other organizations used their fees. She stated in 2018 <br />CTV will lose 40% of its funding. She commented on two separate budgeting scenarios that were being <br />explored by CTV. <br />Mayor Johnson questioned the purpose of the presentation this evening. Ms. Wilson stated she would like <br />feedback from the Council on which option to pursue. She explained CTV had two options for the future, one <br />being government access only and the other being government and community programming. She anticipated <br />CTV could provide full government access and remain within their budget for 2018. However, if community <br />and governmental access was provided CTV would run at a $200,000 deficit. <br />
