Lotter recommended at a future worksession meeting that the Council discuss how to better utilize the <br />government access provided by CTV. He commented on the New Brighton Exchange promotional piece that <br />staff completed for the City's website. <br />Councilmember Burg stated she would support some community programming. <br />Councilmember Jacobsen indicated he could only support government programming given the fact CTV only <br />had funding for this type of programming. <br />Councilmember Bauman commented on the benefit of community programming to the residents of New <br />Brighton. <br />Councilmember Strub stated he would like to learn more about what other revenue streams CTV was pursuing <br />and would also like to know how much extra funding would be requested from New Brighton. He anticipated <br />the Council would need to find community advocates for the community programming. Ms. Wilson indicated <br />she could provide the Council with a list of local programmers. <br />Councilmember Burg mentioned that not everybody in the community has cable. <br />Lotter encouraged Ms. Wilson and her staff to produce a program that addresses the benefits being provided by <br />her organization in order to better inform the public on the positive aspects of this entity. <br />APi Update <br />Mayor Johnson stated there have been several setbacks with the AN project and requested staff provide the <br />Council with an update. Gundlach provided the Council with an update on AN and explained the City had <br />agreed to sell them the land, allowing them to delay their development, and requiring AN to make a payment <br />in lieu or lost tax increment. She has since crafted a Redevelopment Contract that was delivered to APi on <br />March 28th. She indicated staff has not heard from AN until Monday. She stated at this time, both parties are <br />very far apart. AN has agreed to still make a payment in lieu of taxes, but has removed the requirement to <br />build a building. Staff believed this was a problem because now any future building quality would be out of <br />the City's hands. In addition, APi has removed language that would now allow them to resell the land. She <br />requested feedback from the Council on how to proceed and stated the City could opt to pursue the Pulte deal. <br />Councilmember Jacobsen believed APi had to agree to the City's terms or the Pulte deal should be pursued. <br />Councilmember Bauman did not agree with the changes APi had made to the language within the contract and <br />stated she was very disappointed in APi. She asked if Pulte was firm on building three-story townhomes or if <br />the potential new development could be modified. She questioned if staff was provided with any reasons as to <br />why the document was changed so dramatically. Gundlach explained the individuals she was dealing with <br />were newer employees and the attorney was extremely young. <br />Councilmember Burg supported the City moving forward with the Pulte townhome project. <br />Councilmember Strub anticipated the Council would want to move fast with Pulte given the fact the <br />construction season had already begun. <br />Mayor Johnson thanked the Council for their input. She suggested staff set up another meeting with Tom at <br />AN to explain all terms within the Contract would have to be followed or the City would be pursuing a <br />townhome project with Pulte. <br />
