Councilmember Jacobsen asked how a surplus over $150,000 would be addressed by the City. Davitt stated <br />the Council would address this on a year to year basis. <br />Davitt thanked the Council for their input and stated she would be drafting a Resolution to amend the City's <br />Fund Balance policy. <br />Parks Department Fees and Charles <br />Lotter stated the Council identified this issue as one to be addressed in further detail and staff was seeking <br />feedback on Community Center fees and charges. He noted Hicks had a presentation for the Council on this <br />matter. <br />Hicks discussed the scheduling policy within the City of New Brighton and noted the Council had directed <br />staff to review the City's fee structure and rental policies. He commented on revenues generated in 2016. <br />Councilmember Burg questioned which teams were allowed to use City fields at no cost. Hicks clarified <br />which teams were allowed to use City fields at no cost and noted those that had to pay to reserve the field <br />space. <br />Mayor Johnson stated under Class 1 and Class 2 there were no charges. Hicks stated this was the case. <br />Councilmember Burg asked if any changes were made to the policy. Hicks reported he was not proposing any <br />changes to the policy. <br />Mayor Johnson indicated she was a part of the Historical Society and the Stockyard Days Committee. She <br />believed these organizations should be able to use City space without being charged. However, she also <br />believed the hourly rates being charged were fair and assisted in covering the expense to have staff set up and <br />tear down the meeting space. It was her opinion the Community Center was another City park space and she <br />felt the rates were not overly burdensome. <br />Councilmember Burg stated there was validity in offering the space at a rate that covered the City's expenses. <br />However, she did not oppose the City offering space free of charge to non -profits or for those organizations <br />that benefitted the community. <br />Councilmember Bauman reported the City donated in kind to Stockyard Days already. She explained she did <br />not believe it would be in the City's best interests to offer free space to some organizations as other <br />organizations would then be making the same request. Lotter stated the City may not always be looking to <br />recover fees, but also wanted a system in place which required organizations to get on the books for having the <br />space to ensure there was no dispute. <br />Councilmember Burg supported the City space being used versus remaining empty. <br />Councilmember Bauman commented on the depreciation of the City's space when used. She appreciated the <br />Council looking at this policy and suggested it be delved into deeper in order to see how many local <br />organizations were using City space. <br />Mayor Johnson indicated the League of Women Voters and the Historical Society had been vocal and was <br />interested in using City space. She understood the Stockyard Days committee was more interested in meeting <br />at a local restaurant. <br />
