Facility Use Fee Policy <br />Lotter stated the Council recently discussed their facility use fees and direction was given to staff to potentially <br />adjust the rates for specific community groups. He explained staff was seeking direction from the Council on <br />how to proceed. <br />Hicks reviewed the current facility use fee policy with the Council and commented on the use of the <br />Community Center, along with local neighborhood park facilities. He then broke down how the spaces were <br />used based on specific community groups. He discussed a potential fee schedule that would amend the groups <br />considered Class 1. <br />Councilmember Burg questioned hove the City's facility use fee policy compared to other communities. Hicks <br />commented on Shoreview and Bloomington's facility use policy. <br />Mayor Johnson stated she was more inclined to raise rates for non-residents and lower the rates for residents, <br />while still not pricing New Brighton out of the market. <br />Councilmember Burg supported this suggestion. <br />Councilmember Jacobsen agreed. He believed some usage fee should be charged but supported a discount <br />being given to New Brighton residents and businesses. He suggested the City create a flyer that could be <br />distributed to residents that would make them aware of the City's park amenities and rental rates. <br />, Councilmember Bauman requested New Brighton resident rates not be increased at all. <br />Councilmember Strub also supported residents being reintroduced to the City's park amenities as this may <br />increase park rentals and neighborhood pride. <br />Commission Ordinance Revisions <br />Lotter reviewed an Ordinance amendment with the Council regarding the appointment of Commission chair <br />and vice chairs. He explained he and the Mayor had reviewed the changes and were requesting feedback from <br />the Council. Further discussion ensued regarding the expectation for Commission members and Commission <br />chairs. <br />Councilmember Jacobsen recommended the language be amended to include the fact that Wads were now <br />distributed to Commissioners and comment on the expected behavior for these Wad's. <br />Councilmember Bauman stated she was curious why the Commission members would not have tighter term <br />limits. She believed that four consecutive terms was a long time. She feared this would keep a limited number <br />of people serving when more members of the community may want to get involved. <br />Mayor Johnson read the language within the Ordinance and clarified its meaning for the City Council. <br />Councilmember Burg stated she did not believe in term limits as she wanted the Council to be able to appoint <br />and remove members when necessary. <br />Councilmember Strub appreciated the fact that the Council could appoint student liaisons from time to time. <br />He stated he could go either way on the terns limits. He explained the Council did not have term limits so he <br />did not believe this should be forced on Commission members. <br />
