<br />EXHIBIT A - GENERAL FINDINGS <br /> <br />The r sons and facts supporting the findings for the Restated Plan for the Modified <br />Distri and the Subdistrict Plan for the Subdistrict pursuant to Minnesota Statutes, <br />Secti 469.175, Subdivision 3, are as follows: <br /> <br /> <br />inding that the assistance to be provided through the adoption and <br />entation of the Restated Plan and the Subdistrict Plan is necessary to <br />the development and redevelopment of the Project Area and the NW Quad. <br /> <br />he tax increment assistance that will result due to the implementation of the <br />d Plan and the Subdistrict Plan is necessary for the proposed project to proceed. <br />refer to Exhibit XXXII-D of the Restated Plan and Exhibit XXXIII-D of the <br />rict Plan. <br /> <br />2. inding that the Restated Plan and the Subdistrict Plan conform to the <br />gene I plan for the development and redevelopment of the City as a whole in that <br />they e consistent with the City's comprehensive plan. <br /> <br /> <br />he Council has reviewed the Restated Plan and the Subdistrict Plan and has <br />deter ined that they conform to the City's Comprehensive Plan. <br /> <br />3. Finding that the Restated Plan and the Subdistrict Plan afford maximum <br />oppo unity, consistent with the sound needs of the City as a whole, for the <br />devel pment and redevelopment of the Project Area and the NW Quad by private <br />enter rise, and it is contemplated that the development or redevelopment thereof <br />will b carried out pursuant to development contracts with private developers. <br /> <br />Please refer to the attached Exhibits Band C, respectively, for specific information <br />to the Modified District and the Subdistrict. <br /> <br /> <br />Finding that the approval and adoption of the Restated Plan and the <br />trict Plan is intended and, in the judgment of this Council, its effect will be to <br />te the public purposes and accomplish the objectives specified in said <br /> <br />Rest <br />and <br /> <br />The tax increment that will be generated due to the approval and adoption of the <br />d Plan and the Subdistrict Plan will assist in financing the public improvements <br />ible expenses as detailed in said Plans. <br /> <br />7 <br />
