The principal intent for the tax increment expenditures includes the <br />remov I of impediments to the development described in the Program and District Plan. <br />These ctivities include the (i) elimination of blight as described in Item 1 of this Exhibit <br />and f her described in the SEH Report on file at the City; (ii) demolition and removal of <br />existin structures; (iii) removal of asbestos and other environmental remediation; (iv) <br />reloca' n of existing tenants; and (v) replacement of substandard or insufficient <br />infrast cture.
