December 13, 2016 Page 8 of 11 <br />Finance Director Davitt explained the 2 017 budgets have been discussed by the City Council at a <br />number of meetings earlier this year, including the Budget Public Hearing on Tuesday, <br />December 6th. The CIP Plan has been discussed at the January 9th Team Building Retreat and <br />the August 10th Council Worksession. The City’s General Operating Fund Budget for 2017 is <br />$15,106,600, which represents an additional investment of $873,700, from the adopted 2016 <br />budget. The City’s special revenue fund includes the golf course. The enterprise funds include: <br />Water, Sewer, Stormwater, and Street Lighting. The internal service funds include: Risk <br />Management, Information Technology, Fleet Replacement, Non-Fleet Replacement, and <br />Pavement Management. The total for the City’s special revenue, enterprise and internal service <br />funds’ 2017 budgets is $10,514, 900. The total for the 2017-2026 CIP is $93,090,550. Some of <br />the more significant changes to the General Operating Fund budget from 2016 to 2017 are as <br />follows: <br /> <br />1. One full-time and one part-time License Bureau staff positions <br />2. One full-time Parks Maintenance Position <br />3. One full-time Information Technology Position <br />4. Personnel reclassification and increased hours in Recreation and Community Center <br />5. Increased reallocation of LGA for future street reconstruction projects. <br />6. New internal loan payment for the 2017 Street Reconstruction project. <br />7. City-wide Comprehensive Plan Update <br />8. Consider Resolution Adopting the Final 2017 Tax Levy for Lake Diane and Bicentennial <br />Pond Storm Sewer Taxing Districts. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to waive the reading and <br />adopt a Resolution approving the Final Tax Levies for Taxes Payable in 2017 for Lake Diane and <br />Bicentennial Pond Storm Sewer Improvement Taxing. <br /> <br />City Manager Lotter explained the City has established Storm Sewer Improvement Taxing <br />Districts within the City for Lake Diane and Bicentennial Pond. A Storm Sewer Improvement <br />Taxing District is an area within the territorial limits of a municipality. The municipality may <br />acquire, construct, maintain, and otherwise improve storm sewer systems and related facilities <br />within the district for the benefit of the district. It was noted the Public Works Department <br />works with the residents of each district to determine specific projects and courses of action. <br />The costs involved are recovered by levying tax on all taxable properties within the district. <br />The City has adopted similar tax levies for both districts for a number of years. These tax <br />levies are only on taxable properties within each respective storm sewer improvement taxing <br />district boundaries. The Public Works Director recommends that $3,750 for Lake Diane and <br />$2,100 for Bicentennial Pond be adopted as the final 2017 storm sewer improvement taxing <br />district tax levies. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />4.
