Proposed Norms of Behavior for New Brighton City Council <br />From Council Staff Retreat – January 7, 2017 <br /> <br /> <br /> <br />Proposed <br />New Brighton City Council Norms of Behavior – 2017 <br /> <br />“The members of the New Brighton City Council agree that the following behaviors will guide <br />the City Council’s discussions with each other, with members of the public and with staff.” <br /> <br /> <br />1. We will conduct our business in a respectful manner that recognizes the validity of <br />differing points of view, promoting the ideal of democratic discussion. Debate will be <br />free of insults, slander, personal attacks and threats. <br /> <br />2. Assume others have positive intentions, even when you disagree. <br /> <br />3. While we will collaborate and aim for consensus when possible, we agree to support <br />decisions made by the majority. Decisions will be clearly stated, including who is <br />responsible for follow up. <br /> <br />4. Stay focused on the elected official role -- policy, prioritization and citizen <br />representation. <br /> <br />5. Be respectful of one another, and the public process, at all times and refrain from <br />criticizing others - including Staff - in public. We recognize that Staff works for the <br />Council as a whole, not the Mayor or any one Councilmember. <br />6. During official meetings, Councilmembers will speak only when recognized by the <br />Chair; all Councilmembers (and Mayor) will refrain from interrupting the speech of <br />another Councilmember or the Mayor. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
