REQUEST FOR CITY COUNCIL CONSIDERATION

ITEM DESCRIPTION: Authorization to Restructure and Hire Public Works and Park
Maintenance Positions
DEPARTMENT HEAD’S APPROVAL:
Sandy Breuer, Director of Parks and Recreation
Craig Schlichting, Director of Community Assets and Development
CITY MANAGER APPROVAL:

No comments to supplement this report _______ Comments attached ______

Recommendation:
Authorization to restructure and hire a Public Works and a Parks Maintenance Worker.

Legislative History:
December 13, 2016 – City Council approved the 2017 budget which included a new full-time Parks
Maintenance Worker.
January/February, 2017 – The Parks Maintenance Worker position was posted internally.
February 13, 2017 – Staff member Mike Schute accepted the full-time position in Parks and Recreation.

Explanation:
City employee Mike Schute interviewed and was offered the full-time Parks Maintenance Worker
Position on February 13, 2017. Mr. Schute will fulfill his 6-month time allocation to Public Works
(Department of Community Assets and Development and will shift over to the Parks Department on
April 1, 2017. In doing so this creates an opening for a ½ position in Parks and a ½ time position in
Public Works.

In past years this sharing of a staff member has worked well, however this position was very unique to
the individual who filled it.

City staff has evaluated the vacancy and would like to proceed in a manner that will better suit the needs
of both departments. Staff is recommending the hiring of two full-time employees; one in Parks and
Recreation and one in Public Works/Department of Community Assets and Development.

Financial Impact:
There would be minor costs to the 2017 approved budget to fill two full-time positions for the remainder
of the year.

The Parks Maintenance position would be structured so that the position would not be filled until May 1.
The savings from the 5 months vacancy will cover all expenses but approximately $6,000. Should the
new hire elect single instead of family coverage, this number would come down to approximately $1,000.
Hours for seasonal staff would be reduced to make up the difference.

AGENDA SECTION: Consent
REPORT DATE: February 22, 2017
MEETING DATE: February 28, 2017
