  <br />  <br />  <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: RESOLUTION TO CONSIDER BIDS AND AWARD OF A <br />CONTRACT FOR CITY PROJECT 17-4, 2017 LED CONVERSION. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and <br />Development <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: To accept all bids and adopt the attached Resolution authorizing St. Anthony to award a <br />contract for Silver Lake Road LED Street Light Improvement Project also known as City Project 17-4, 2017 LED <br />Conversion to the lowest responsible bidder, Killmer Electric, Co., in the amount of $416,174.46. <br /> <br />Legislative History: February 23, 2016-City Council Authorized 16-6, 2016 LED Conversion <br />December 13, 2016-City Council Adopted the Final 2017 Budgets and 2017-2026 CIP <br /> January 24, 2017-City Council Approved Plans and Authorized Bids <br /> April 13, 2017-Bids Opened <br /> <br />Financial Impact: The following eight bids were received and opened by the City of St. Anthony Village at 10:00 <br />a.m. on April 13, 2017: <br /> <br />Contractor Total Bid <br />Killmer Electric Co., Inc. $416,174.46 <br />Forest Lake Contracting, Inc. $432,790.00 <br />Q3 Contracting $456,855.00 <br />LPD Electric $470,405.00 <br />Neo Electrical Solutions $472,480.00 <br />Taylor Electric Company $480,650.00 <br />Eagan Companies, Inc. $489,960.00 <br />Collins Electrical Construction Co. $493,480.00 <br /> <br />The Capital Improvement Plan included $205,000 in street light work in 2017, whereas the estimated work in New <br />Brighton by Killmer is anticipated to cost $219,244 (or $14,244 more). The bids came in slightly higher than <br />anticipated, but we had a great response to the project with 8 bids. The Street Light Utility Fund is capable of <br />funding this variance. <br /> <br />Explanation: In the 2017 Capital Improvement Plan, all lights south of 694 were planned for replacement. Staff <br />has worked closely with the City of St. Anthony Village to select the appropriate fixtures and poles. With a <br />cooperative project the entire Silver Lake Road corridor from 37th Avenue NE to I-694 will be improved. <br /> <br />Specific work related to New Brighton consists of removal and replacement of 67 street lights with an LED <br />equivalent.
