At least ten different residents provided testimony. After a robust <br />conversation surrounding hours of operation, the playground location, traffic, and public safety <br />concerns, the Commission voted 5-1 to approve the request subject to the 12 conditions <br />recommended by staff, including revisions to conditions 1, 5, 9, and 12. Commissioner Danger <br />dissented, indicating his unwillingness to support the request due to the school tenant being <br />unknown at this time. <br /> <br />April 5, 2017: The applicant conducted a neighborhood meeting at the seminary to address <br />neighbor questions and concerns. Staff attended this meeting and estimates approximately 35-40 <br />residents attended, both from New Brighton and Columbia Heights. <br />March 21, 2017: The Planning Commission tabled action to the April 18, 2017 meeting. This <br />was a request from the applicant based upon the level of concerns the public was expressing. No <br />written staff report was prepared for this meeting nor did any residents attend to provide <br />testimony. Staff, in advance, had communicated to the neighbors the applicant’s request to <br />delay. <br /> <br />Financial Impact: None <br /> <br />Explanation: The applicant is requesting a Special Use Permit to allow operation of a 300 <br />student, kindergarten thru eighth grade school, out of the existing seminary campus at 3000 5th <br />Street NW.
