Utility Billing <br />2017 Financial Assistance Plan <br />Beginning January 1st, 2017, the City of New Brighton will provide limited financial relief to low- <br />income single-family homeowners. All of the following requirements must be met to be eligible: <br />• Owner and occupant of a single family home <br />• Enrolled in one of the following Ramsey County financial assistance programs: SNAP, MFIP, or <br />GA <br />• At or below 165% of the federal poverty threshold guidelines <br />• Provide annual written proof of participation in Ramsey County financial assistance program <br />This financial assistance equals 50% of the quarterly flat rate amounts of the water and sewer <br />charges. <br />How to apply: Please mail in, or drop off at City Hall, your proof of participation in the County <br />financial assistance program. Please address envelope to “City of New Brighton, Attention: Utility <br />Billing”. <br />2017 Residential Utility Rates <br />To maintain and improve utilities delivered to New Brighton residents, the City Council has adjusted <br />the rates that single-family households pay for water, sewer, storm-water, and streetlight services. <br />Below are the 2017 rates for quarterly residential bills, effective January 1, 2017: <br />Water: $2.79 per 1,000 gallons used <br />Sewer: $4.65 per 1,000 gallons used <br />Storm water: $14.62 per quarter <br />Street Lights: $9.86 per quarter <br />The rates are designed to address the following costs and issues: <br />• Operations: <br />o Sanitary-sewer treatment costs <br />• Infrastructure maintenance: <br />o Replacing aging water meters <br />o Re-lamp and replace light poles on Silver Lake Road <br />• Capital costs: <br />o The city plans to replace 20 miles of street water mains over the next 10 years <br />o Lift station improvements <br />o Storm sewer improvements to mitigate flooding <br />The City Council’s meeting on Dec. 13, 2016, included a presentation explaining the changes.
