April 25, 2017 Page 5 of 10 <br />recommended these conditions be removed from the SUP. <br />Mayor Johnson commented on Condition 8 and recommended the City not limit the amount of traffic on any <br />street. She requested further information on the Condition that addressed the neighborhood use of the <br />seminary property. Assistant Director of Community Assets and Development/Planning Director Gundlach <br />explained the seminary welcomes the neighborhood children to use their property for play space and this <br />condition addressed this matter. <br />Peter Beck, United Theological Seminary, stated this condition concerned him. He questioned why the <br />neighborhood would have no restrictions on the playground use, but the potential school tenant would. <br />Mayor Johnson commented on Condition 12 and believed that the potential new school tenant should be able <br />to call for public safety services whenever they have an emergency. She found Condition 12 to be insulting. <br />She suggested that if a mitigation plan was deemed necessary by the Public Safety Director that this be <br />worked out between the school tenant and the Public Safety Department. <br />Councilmember Strub commented the 12 conditions drafted by staff addressed the concerns raised by the <br />neighbors. With that being said, he also understood the neighbors took advantage of the seminary property, <br />visited the farmer’s market and greatly enjoyed having the seminary in their neighborhood. <br />Councilmember Burg stated she could support the removal of the Conditions that were encumbrances. She <br />commented there was a park across the street from the theological seminary and it was used well into the <br />evening hours and on weekends without restriction. <br />Councilmember Jacobsen recommended the seminary have the same hours of operation as a City park. He <br />agreed that some of the conditions for approval were quite onerous. He appreciated the fact that the City was <br />working to strike a balance with the neighbors. <br />Councilmember Bauman indicated she was not anti-seminary. She believed the seminary was a great <br />neighbor to the community. She stated she would rather see another proposal from the seminary on how to <br />better utilize their space. <br />Councilmember Strub asked how the Council could amend the motion on the table. City Manager Lotter <br />recommended the Council make an amendment to the motion on the floor.
