For this reason, <br />she did not believe the City of New Brighton needed to address this issue at this time. Assistant Director of <br />Community Assets and Development/Planning Director Gundlach provided further comment on how <br />the City would be licensing, inspecting and regulating temporary health care units. <br />Councilmember Strub appreciated Councilmember Bauman’s concerns for public safety. He <br />asked how many meetings the Planning Commission held regarding this matter. Assistant <br />Director of Community Assets and Development/Planning Director Gundlach stated the Planning <br />Commission discussed this topic at six separate meetings. <br />Councilmember Strub understood that not all homeowners would be able to take in a parent or <br />grandparent depending on the layout of their home. He indicated he appreciated the work of <br />the Planning Commission and stated he would be supporting the temporary family health care <br />dwelling Ordinance. He appreciated the leadership the City was showing with regard to this <br />issue. <br />Mayor Johnson added that she recently priced assisted living and other health care options. <br />She stated these services came at a great price and may not be feasible for all families. She <br />commented that a temporary family health care unit may be a more affordable option for New <br />Brighton residents. She understood the biggest obstacle for families with an injured elderly <br />person was a handicap accessible bathroom and these units provided this service. She <br />appreciated the fact that the proposed Ordinance would allow New Brighton residents the <br />option of helping their injured family members on a temporary basis. <br />Councilmember Jacobsen believed the City was ahead of the curve regarding this matter. He <br />understood the City had great intentions and feared if there was enough legislation in place to <br />manage all safety concerns. He stated he was in favor of tabling action on this matter until <br />further discussions could be held with neighboring communities. <br />Mayor Johnson stated she was not afraid to be the first community to pioneer this issue. She <br />believed that New Brighton would help other communities move forward on this issue by <br />approving this Ordinance. She anticipated the City would make mistakes and would learn <br />from these mistakes. <br />Councilmember Burg agreed that the Ordinance would not be set in stone and could be <br />amended if the need were to arise. She reported she toured a temporary health care unit and <br />understood it would be rare if the City were to receive a request. She stated she supported <br />Ordinance 850 as it would put the proper inspections and regulations in place. She thanked the <br />Planning Commission for all of their work on this Ordinance. <br />Mayor Johnson stated she could support the unit only allowing two occupants. <br />Councilmember Strub feared that this could create an issue and recommended the number of occupants <br />remain at three. <br />Councilmember Bauman questioned if the entire Ordinance could be taken away once enacted. Assistant <br />Director of Community Assets and Development/Planning Director Gundlach reported the Ordinance <br />could be rescinded by the City Council. <br />Councilmember Bauman asked if a caretaker had to remain in the unit 24/7. Assistant Director of <br />Community Assets and Development/Planning Director Gundlach stated this was not a requirement. <br />Councilmember Bauman supported Councilmember Jacobsen’s suggestion to table action on <br />this matter to a later date. <br />Councilmember Strub asked if the City of Osseo was overrun with requests for temporary <br />health care units.
