<br /> <br /> <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Authorize the Mayor and City Manager to execute an Inspection <br />Services Agreement with Rum River Ventures, LLC regarding contract building inspection <br />services. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets & <br />Development <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Authorize the Mayor and City Manager to execute the Inspection Services <br />Agreement with Rum River Ventures, LLC regarding contract building inspection services. <br /> <br />Legislative History: March 24, 2015: The Council authorized the Mayor and City Manager to <br />execute a Joint Powers Agreement with the City of St. Anthony Village whereby New Brighton <br />building inspections staff would take over building inspection services for the City of St. <br />Anthony Village. During this time, it was disclosed that it may be necessary to bring in seasonal <br />help to fulfill inspections obligations. It was not determined at that time the best way to <br />accommodate seasonal help, but it was estimated to cost $10,000 - $20,000 per year. <br /> <br />Financial Impact: The City will pay Rum River Ventures, LLC $65 per hour for services. <br />Rum River Ventures will supply their own technology, including a phone and tablet computer, as <br />well as a vehicle to get to and from inspections. The City will not be required to pay any other <br />costs beyond the hourly rate. Staff intends to use Rum River Ventures, LLC two days per week <br />for approximately four months. <br /> <br />Explanation: Staff is requesting permission to hire a contract building inspector to provide <br />seasonal building inspections help. In 2015, when the City took on the City of St. Anthony’s <br />building inspections, we suspected seasonal help may be necessary. In 2015 and 2016, seasonal <br />help was not hired. However, this year staff is in need of additional help to meet inspection <br />needs based upon an overall up-tick in building activity and the success of Pulte’s Enclave <br />development. Bringing in a contract inspector will allow staff to provide more-timely <br />inspections and ensure quality of service to both New Brighton and St. Anthony does not suffer. <br /> <br />In 2016, staff attempted to hire a contractor inspector but found it very difficult as the cost was <br />either too high and/or there was a shortage of available inspectors.
