Consider Approval to Purchase New Brighton Lions Park Playground Structure <br />and Poured in Place Safety Surfacing. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to Approve the purchase <br />of playground equipment from Miracle Recreation Equipment and safety surfacing from <br />Weber Recreational Designs. <br /> <br />City Manager Lotter indicated Acting Parks and Recreation Director Hicks would be presenting this item to <br />the Council. <br />Acting Parks and Recreation Director Hicks explained a majority of New Brighton Lions Park has <br />been constructed, with the exception of the playground. Neighborhood residents are eagerly <br />waiting for the installation which will hopefully be installed in the fall of 2017. When the park <br />became a reality, a task force was created to assist in the playground design. The task force was <br />comprised of six residents of the Enclave and one PREC member. The task force researched <br />different playground amenities, met with playground vendors and recommended this <br />playground for installation at New Brighton Lions Park. One of the desires of the task force <br />was to have a fully accessible playground. This would be the first of its kind in New Brighton <br />and would allow anyone with an ambulatory disability to access the playground. Vendors <br />presented plans to the task force on January 18. From these presentations, the task force <br />recommended play equipment that requires a larger footprint than originally planned. The <br />equipment costs are still within the anticipated range. However, as the footprint increased, the <br />cost for safety surfacing increased as well. There was also the need for additional drain tile to <br />be placed under the larger footprint. <br />Acting Parks and Recreation Director Hicks stated it was also determined the safety surfacing <br />which was originally included in the contract with Ramsey should be installed by a playground <br />vendor. This is due to a couple of issues. One being mobilization costs. Ramsey has finished <br />the scope of their work, and it would be cost prohibitive to have them return. A second is that a <br />playground vendor will ensure the correct depths of surfacing are installed to provide fall <br />protection for playground users. Playground vendors indicated they would not honor <br />warranties if they did not install the safety surfacing. Staff reviewed the expense of the project <br />and recommended Council approve the purchase of the playground equipment from Miracle <br />Recreation Equipment and safety surfacing from Weber Recreational Designs. <br />Councilmember Burg stated she was very pleased that the City was moving forward with this project. She <br />requested further information on the Change for the Better funds. City Manager Lotter described how <br />these funds were received for this project.
