<br />Strategic Opportunities and Challenges <br /> <br />There are several strategic opportunities and challenges facing this service area of DCAD <br />in 2018 and beyond. <br /> <br /> Completing the redevelopment of New Brighton Exchange is still a focus of the <br />department’s overall work plan effort in 2018. Major undertakings that are anticipated, <br />include the following: <br />o Redevelopment: Block B remains as the only block available to actively market <br />for development. This block is expensive and challenging to redevelop due to <br />environmental realities. However, interest still exists in the market. <br /> <br />o Marketing: The City continues to work with Colliers International and Ryan <br />Companies to market Block B on the east side of Old Highway 8 within New <br />Brighton Exchange. Both Collier’s Listing Agreement and Ryan’s <br />Redevelopment Services Agreement expire at the end of 2017. It is likely <br />extensions to these agreements will be negotiated in 2017 so these relationships <br />continue in 2018. <br /> <br /> Planning & Zoning: Planning plays a big role in redevelopment efforts in New Brighton <br />Exchange, from revising the zoning district regulations to reviewing and approving <br />redevelopment projects. Beyond New Brighton Exchange support, the Comprehensive <br />Plan will likely conclude in the first quarter of 2018. There are a few other sites that are <br />garnering interest in major redevelopment, which will involve effort from planning and <br />zoning staff. <br /> <br /> Building Inspections: Beyond the day-to-day permit and inspections activity in New <br />Brighton, building inspections staff will focus on completing projects in New Brighton <br />Exchange and become more familiar with our new BS&A inspections software. <br />Inspections staff is also focusing effort on delivering plan review and inspections services <br />to the City of St. Anthony Village via the Joint Powers Agreement for Shared Building <br />Inspections Services. <br /> <br /> Code Compliance: The Code Compliance Inspector is spending more time than ever on <br />the City’s aging multi-family housing stock, where several larger buildings are struggling <br />to maintain their units. <br /> <br /> Recycling: Ramsey County continues to implement performance measurements with <br />regards to recycling, which is being tied to SCORE funding. The County is constantly <br />changing and updating work plans and goals for cities, with the desire to implement <br />organics in the near future. <br /> <br /> Geographic Information Systems: The City is relying more and more on the use of <br />technology and communicating information on-line. GIS is used for data management <br />and mapping applications. In the last few years, staff has moved towards a more <br />comprehensive GIS approach to include enhanced data analysis. This service has greatly <br />enhanced internal/external customer service. <br />32
