<br />Proposed Changes in Service Level or Revenue <br /> <br />Federally mandated storm water requirements have increased workload in the area of <br />cleaning and maintenance of storm water facilities, and aging infrastructure, particularly in the <br />water division, and have resulted in a growing work load. In the area of storm water the City is <br />performing only the minimum necessary work to remain compliant with our NPDES permit. An <br />engineering intern was hired in 2017 to inventory and inspect all of New Brighton’s storm water <br />ponds. This position is important to the success of our maintenance program and has been <br />budgeted in 2018 to ensure the City can carry out requirements of the permit. <br /> <br />Strategic Opportunities and Challenges <br /> <br /> Continue to focus on the maintenance and upkeep of the City’s infrastructure through the <br />street renovation and contract maintenance programs. <br />o Annual Street Reconstruction Program <br />o Annual Pavement Management Program <br />o Annual Crack Seal and Seal Coat Program <br /> Manage the costs of motor fuel for the fleet. We currently partner with the City of St. <br />Anthony on our gasoline purchases. We purchase diesel through the State of Minnesota’s <br />cooperative venture program. <br /> Manage the costs of the outside repairs of the fleet. <br /> Manage the costs of salt for the winter snow plow season. <br /> The City has traditionally included an engineering fee on street rehabilitation project <br />bonding for projects the engineering staff designs. This procedure provides revenues of <br />~$200,000 to the General Fund. <br /> <br />Service Description: Water, Sanitary Sewer, Stormwater, and Street Lighting <br /> <br /> DCAD provides the traditional City services that are <br />essential for suburban communities: streets and sidewalks, <br />water, sanitary sewer, storm water, fleet maintenance, and <br />engineering. Streets and sidewalks, fleet maintenance, and <br />engineering are paid for through general fund taxes whereas <br />water, sanitary sewer, and storm water are enterprise funds <br />and paid for through user fees. <br /> <br />The Water Division provides residents with a safe, <br />efficient, and economical water supply through state-of-the- <br />art filtration plants, equipment, and monitoring. The water <br />system consists of 92 miles of watermains, 750 fire hydrants, 5 water treatment plants, 11 wells, <br />4 water storage tanks, and 5,700 service connections. The City has an on-going odd/even lawn <br />sprinkling policy to insure there will be an adequate supply of water for domestic purposes and <br />fire protection during high water use periods. During the summer of 2016 New Brighton <br />extended a pipeline from Minneapolis to utilize the additional capacity of this water source from <br />the summer of 2016 until a new addition can be built to the Water Treatment Plant to remove <br />1,4-dioxane. <br /> Provide safe and high quality <br />water supply to meet present and <br />future needs <br /> Provide a healthy and attractive <br />urban environment through the <br />collection of sanitary sewage <br /> To prevent flooding and erosion <br />and enhance the water quality of <br />City lakes, wetlands and <br />watercourses <br />34
