Lotter <br /> City Manager <br /> City of New Brighton <br /> <br />From: Ann Antonsen <br /> Consultant <br /> <br />Re: Compensation Study Summary <br /> <br />The City of New Brighton, Minnesota, retained Springsted Incorporated to conduct a market study of the <br />City’s full-time positions in the spring of 2017. The Study represents a review of the established wage <br />ranges in relation to equivalent positions in comparable cities in the area labor market. <br /> <br />A compensation system provides the framework for determining how employees will be paid. As a <br />general rule, most organizations conduct comprehensive classification and compensation studies <br />approximately every five to seven years ensuring their ability to hire and retain qualified employees and <br />that internal relationships are equitable. Maintaining fair and equitable compensation relationships also <br />ensures that a public sector employer in Minnesota will achieve and maintain compliance with the State <br />of Minnesota Local Government Pay Equity Act. The external market comparison is important because it <br />ensures that the compensation plan is adequate to attract new employees and retain existing employees. <br />Conducting periodic reviews of internal and external reviews of an organizations compensation program <br />will assist in maintaining a long-term compensation program, assists in negotiations with an organizations <br />unionized work groups and in recruiting and retaining qualified, experienced employees. <br /> <br />Market Survey. The comprehensive salary survey included 45 full and regular part-time City positions <br />and the City’s other part-time, paid-on-call and seasonal positions. Twelve public entities, listed below, <br />were invited to participate in the survey: <br /> <br />• City of Apple Valley <br />• City of Crystal <br />• City of Eagan <br />• City of Fridley <br />• City of Golden Valley <br />• City of Maple Grove <br />• City of Maplewood <br />• City of New Hope <br />• City of Richfield <br />• City of Roseville <br />• City of Shoreview <br />• City of Woodbury <br /> <br />The City’s were selected during the compensation study which was conducted in 2012 and were selected <br />based on their similarity to the City of New Brighton, geographic location and comparability to the City. <br />Eight of the cities are a part of the City’s original comparison group and an additional 4 cities were <br />selected that had Community Centers to ensure market comparables for the City’s park and recreation <br />positions. <br /> <br />Springsted Incorporated <br />380 Jackson Street, Suite 300 <br />Saint Paul, MN 55101-2887 <br />Tel: 651-223-3000 <br />Fax: 651-223-3002 <br />www.springsted.com
