Council Worksession <br />August 22, 2017 <br />5:00 pm <br />Present: Mayor Valerie Johnson <br />Councilmember Gina Bauman <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: Councilmember Brian Strub <br />Staff in Attendance: Dean Lotter, Brenda Davitt, Tony Paetznick, Craig Schlichting <br />Guests in Attendance: <br />Mayor Johnson commented on an issue that would be discussed by the Council at this evenings meeting and <br />noted members of the Tibetan community would be addressing regarding the Korean Church. She stated she <br />still supported the purchase of the Korean Church. She suggested the Council consider allowing the Tibetan <br />community to purchase the property at 609 Old Highway 8. <br />Councilmember Burg indicated it was in the City’s long-term plan to have additional housing on this site. <br />Councilmember Jacobsen agreed. <br />Councilmember Bauman explained she spoke to Roger Chamberlain and made him aware that the Korean <br />Church site has been on the Council’s radar for a very long time and that the Council was acting in the best <br />interests of the long-term goals of the community. She stated she supported the Council going forward with <br />this purchase. <br />Lotter commented on the situation in further detail and noted the City had acted fairly. It was his hope that <br />staff’s presentation would convey this to the public at the City Council meeting. <br />2018 Budget Workshop (CIP) <br />Lotter stated Finance Director Davitt would be reviewing the City’s 2018 budget in detail with the Council. <br />Davitt provided the Council with a handout and commented on the 2018 budget. She described the economic <br />assumptions that were forecasted into the plan. She then turned the discussion to the CIP and reviewed the <br />projects and purchases planned for the coming years. She commented on the planned street reconstruction and <br />infrastructure projects as well. The City’s debt management plan for these items was reviewed, along with <br />projections for the next ten years. <br />Councilmember Jacobsen believed the City’s plan was a very firm foundation. He was pleased the City had a <br />plan in place that would assist in paying for its streets rather than borrowing. He appreciated the fact that the <br />City was working to get itself out of debt. <br />Councilmember Bauman did not believe the plan was totally solid. She support ed the Council taking out
