  <br />  <br />  <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDER AUTHORIZING SUBMISSION OF A 2017 MUNICIPAL <br />INFLOW & INFILTRATION GRANT APPLICATION <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and <br />Development <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report __ Comments attached ______ <br /> <br />Recommendation: Authorize the Director of Community Assets and Development to submit an <br />application for the 2017 Municipal Inflow & Infiltration Grant. <br /> <br />Legislative History: In 2013, the City received similar funds to structurally line nearly two miles of <br />sewer main from the Metropolitan Council during Project 13-6 (located in SE New Brighton). <br /> <br />Financial Impact: The Capital Improvement Plan includes annual allocations of $100,000 for sewer pipe <br />lining starting in the year 2020. If selected for this grant, the City would fund 75% ($75,000.00) of the <br />project and the I&I Grant would cover 25% ($25,000.00) of the project costs. At this time $25,000 is the <br />maximum allocation per eligible City. <br /> <br />Explanation: Each year, the City’s Public Works department spends the summer maintaining and <br />cleaning underground sanitary sewer pipes throughout the City. While this preventative maintenance <br />extends the life of the pipes, there is still risk of roots growing into the pipelines and causing cracks and <br />leaks. The Inflow & Infiltration Grant Program offered through the Metropolitan Council offers grant <br />funding to cities that identify areas in need of pipeline repair. New Brighton has identified older portions <br />of the City for maintenance. This includes the following streets between 8th Street NW and County Road <br />E2: <br /> 4th Avenue NW <br /> 3rd Avenue NW <br /> 2nd Avenue NW <br /> 1st Avenue NW <br /> <br />The CIP has budgeted $100,000.00 for pipe lining and replacement in 2020. $100,000 is a relatively small <br />allocation and could be moved to 2018 with little affect to the utility rates. If received the grant funds will <br />reduce the overall exposure to the resident long term would be reduced. The estimated amount of pipe <br />lining to be updated is 3,225 feet. The estimated construction cost to complete approximately 3,225 lineal <br />feet of pipe lining at $31/foot is $100,000.00 Therefore, the City would be responsible for paying <br />$75,000.00 and the remaining cost of $25,000.00 would be covered by the Inflow & Infiltration Grant. <br /> <br />AGENDA SECTION: Consent <br />REPORT DATE: September 7, 2017 <br />MEETING DATE: September 12, 2017
