Under the 2018 proposed tax levy and budget, the median valued home owner would pay $845 in city taxes or <br />$5.83 per month more than they paid in 2017. <br /> <br /> <br /> <br />LOCAL GOVERNMENT AID (LGA) <br /> <br />In 2014, the City began receiving Local Government Aid (LGA), which had not been the case since 2003. New <br />Brighton is programed to receive $671,492 in LGA for 2018. Of this amount, staff recommends using $25,000 <br />for storm water capital replacement projects, $446,492 to help finance future street projects, and the remaining <br />$200,000 to offset the General Fund. Next year, staff will likely recommend moving all of the remaining <br />$200,000 out of the General Fund. <br /> <br />FUTURE LGA <br /> <br />Council received the 2018-2027 Capital Improvement Plan (CIP) during the August 22nd, 2017 Worksession. <br />Among the financing strategies to pay for the future street construction is the plan to move increasingly larger <br />amounts of LGA out of the General Fund Operating Budget and over to the Stormwater Fund and Closed Bond <br />Fund. This will mean taking LGA out of the General Fund budget with the goal of weening all LGA out of the <br />General Fund budget. In late July 2015, staff presented the current street construction schedule for the next 20 <br />years. Council directed staff to attempt to smooth out the cycle of projects and attempt to minimize impacts to <br />the tax levy. Regardless of the how the ultimate plan looks regarding street reconstruction, it is the City <br />Manager’s recommendation to remove LGA from the General Fund and to place it in increasingly large <br />amounts into Stormwater and Closed Bond Funds aka towards street project costs.
