Project Team
Subject: Comprehensive Plan Update: Phase 2 Community Engagement Summary
Date: October 24, 2017

Overview
Phase 2 of the community engagement process began after we completed a critical review of the
vision and guiding principles, prepared technical analysis, explored changes in land use, and
established key action steps/strategies. The objective of Phase 2 was to present potential changes to
the comprehensive plan based on Phase 1 input and technical analysis conducted by the consulting
team.
A series of ideas, concepts, and alternatives were presented in a way that enabled the stakeholders
of New Brighton to gain ownership in the process and truly embrace the plan as the City’s own plan.
Topics include where and how redevelopment might or should occur, strategies for economic
development or housing development, or policies geared toward energy efficiency for example.
Stock Yard Days
Each year, New Brighton hosts a large community get-together called Stock Yard Days, which
celebrates the community and its history as an important railroad hub in the past. In August of 2017,
New Brighton 2040 hosted a booth for three days at Stock Yard Days. This booth had a number of
posters with various redevelopment concepts and idea cards for people to react to and comment on.
In total, over 100 people visited the booth to talk to our project team, ask questions, and write their
reactions to the concepts and ideas on the boards.
The main takeaways from these conversations, comments, and feedback were:
» Many young families were excited about the prospect of many of the redevelopment
concepts
» Pedestrian facilities are needed to connect existing neighborhoods to activity nodes
» A strong desire for more active commercial and entertainment facilities was mentioned
» Requests for more updated park amenities City-wide
“Explore the Possibilities” Online Survey
With the enthusiastic response from the Stock Yard Days in-person engagement, Staff wanted to
adapt the opportunity for engagement so that a wider section of the community could give their input
online. The posters from Stock Yard Days were adapted into an online survey. The survey was open
