Mayor Johnson believed it would greatly benefit the Council to better understand the expense for the odd and
even year elections, as well as the cost per vote. She feared that odd year elections were suppressing voters.
She supported moving to even numbers years as this would increase voter turnout while also reducing overall
election expenses to the City.

Councilmember Burg supported the City moving to even numbered years as well as this would provide the
Councilmember elections with a larger population of voters and would greatly benefit democracy. Lotter
provided further comment regarding Ramsey County elections and staff recommended not outsourcing
elections to the County at this time.

Worksession adjourned at 5:50 pm

Respectfully submitted,

Terri Spangrud
City Clerk
