Mayor Johnson believed it would greatly benefit the Council to better understand the expense for the odd and <br />even year elections, as well as the cost per vote. She feared that odd year elections were suppressing voters. <br />She supported moving to even numbers years as this would increase voter turnout while also reducing overall <br />election expenses to the City. <br /> <br />Councilmember Burg supported the City moving to even numbered years as well as this would provide the <br />Councilmember elections with a larger population of voters and would greatly benefit democracy.
