November 14, 2017 Page 2 of 5 <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Strub to approve the <br />minutes from the October 24, 2017 meeting. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />Commission Minutes <br />Mayor Johnson received the following minutes on behalf of the City: <br /> PREC Minutes of October 4, 2017. <br /> EDC Minutes from November 1, 2017. <br /> <br />Special Order of Business <br /> 1. Recognition of DWI Officer Matt Farmer by Minnesota Office of Traffic Safety. <br /> <br />City Manager Lotter explained Public Safety Director Paetznick would be presenting this item to the Council. <br />Public Safety Director Paetznick stated since being assigned as the agency’s federally grant-funded <br />DWI Officer on March 1, 2016, Officer Matt Farmer has achieved six “hat tricks” by arresting <br />three alcohol and/or drug impaired drivers during a single enforcement shift. The Minnesota <br />Department of Public Safety (DPS) Office of Traffic Safety (OTS) Division’s Toward Zero <br />Deaths (TZD) Law Enforcement Liaison Bill Hammes was present along with local Traffic <br />Safety Coordinator Sergeant Terry Nelson from the New Brighton Department of Public <br />Safety. He reported Officer Farmer has previously been recognized as a DWI All Star for his <br />high-level of impaired driving arrests. <br />Bill Hammes, Office of Traffic Safety, introduced himself and thanked the Council for their <br />time. He recognized Officer Matt Farmer for his great work on behalf of the community. He <br />reviewed Officer Farmer’s statistics for the past year with the Council and stated 180+ <br />impaired drivers have been taken off the road by Officer Farmer. He reported Officer Farmer <br />leads all other officers in the State in this category. He provided further comment on the great <br />successes Officer Farmer has had in the community and commended him on his efforts to keep <br />New Brighton’s streets safe. He then presented Officer Farmer with a hockey jersey noting <br />this item was paid for by a donor and no tax dollars were spent. <br />Safety Coordinator Sergeant Terry Nelson thanked Officer Farmer for working effortlessly to <br />keep the City safe. <br />Officer Farmer appreciated the recognition but noted there was a joint effort between him, the <br />CSO’s and other officers to keep impaired drivers off the street. <br />Councilmember Burg thanked Officer Farmer for his service to the City and the community at <br />large. She appreciated Officer Farmer’s family for supporting him in his career. <br />Councilmember Jacobsen thanked Public Safety Director Paetznick and the leadership within <br />his organization for selecting Officer Farmer for this position. He appreciated the partnership <br />the City had with the Federal government and for the great work being completed. <br />Councilmember Strub thanked Officer Farmer for his great efforts on behalf of the City. He <br />requested the partners in attendance understand the City truly appreciated their partnership. <br />Councilmember Bauman appreciated the New Brighton Police Department and the risks they <br />took in order to keep impaired drivers off the City’s streets. <br />Mayor Johnson explained the grant funding for Officer Farmer’s position would run out on <br />December 31st.
