She explained she would not be supporting the proposed budget or <br />tax levy. <br />Mayor Johnson commented on recent census report she reviewed and stated the middle class was earning <br />more now than it had since 1999. <br />Councilmember Strub explained he valued the City’s core services and emergency preparedness, especially <br />in light of the recent events that had occurred in Florida and Texas. He commented the median home owner <br />pays only $845 for City services, which included water, police, fire, streets, elections, parks, organized <br />recreation, and much more. He stated he was proud of the fact the City Council stepped up to treat Long <br />Lake, a natural asset, on behalf of the entire community. He explained he viewed property taxes as an <br />investment and was a sign of the vibrancy in the community. He believed the work being done by the <br />Council today on its parks and trails would be reflected long into the future. He discussed the numerous <br />developments that have occurred in recent years and how these have positively impacted the City. He <br />appreciated the Public Safety Department for all of their efforts to become more engaged with the public. He <br />stated he would be offering his full support of the prelimina ry budget and tax levy. <br />Councilmember Jacobsen thanked Councilmember Strub for his comments. He then thanked staff for their <br />collaborative efforts on the budget and tax levy. He stated he was very proud of the fact the Council was <br />working to become debt free for future street projects, all while maintaining one of the lowest tax levies when <br />weighed against comparable cities. <br />Mayor Johnson thanked Finance Director Davitt for her presentation. She stated even with the collection of a <br />franchise fee, the City of New Brighton was still on the low end for tax levies. She explained she was very <br />proud of the great work being done by the City to reach its long -term goals. She commended <br />Councilmember Strub for his insightful words. It was her opinion the City’s budget was filled with <br />thoughtful future planning and solid core services. Consideration of Resolution Adopting the Proposed Tax Levies for Taxes <br />Payable in 2018 for Lake Diane and Bicentennial Pond Storm Sewer <br />Improvement Taxing Districts. <br /> <br />Motion by Councilmember Burg , seconded by Councilmember Strub to Approve a Resolution <br />Adopting the Proposed Tax Levies for Taxes Payable in 2018 For Lake Diane and <br />Bicentennial Pond Storm Sewer Improvement Taxing Districts . <br /> <br />City Manager Lotter reported the City has established Storm Sewer Improvement Taxing <br />Districts within the City for Lake Diane and Bicentennial Pond. A Storm Sewer Improvement <br />Taxing Distric t is an area within the territorial limits of a municipality. The municipality may <br />acquire, construct, maintain, and otherwise improve storm sewer systems and related facilities <br />within the district for the benefit of the district. The Public Works Department works with the <br />residents of each district to determine specific projects and courses of action. The costs <br />involved are recovered by levying tax on all taxable properties within the district. The City has <br />adopted similar tax levies for both districts for a number of years. Staff recommended the <br />Council approve the proposed tax levies for 2018 for Lake Diane and Bicentennial Pond. <br /> <br />5 Ayes, 0 Nays -Motion Carried <br /> <br />5.
