Council approving a Resolution of Support.

Councilmember Jacobsen appreciated the fact that some City Councils have offered a Resolution of Support,
but explained he struggled with this. While he supported the referendum, he did not understand what role the
Council played in the proposed bond.

Councilmember Bauman stated she appreciated the School District and the great work they were doing on
behalf of the community. However, she agreed the City should be kept separate from the proposed school
bond.

Councilmember Burg understood in the past the Council had approved a Resolution of Support for the school
levy. She believed the community valued this show of support.

Mayor Johnson stated she also supported the Resolution. She indicated she had not spoken to anyone against
the referendum. She wanted to see the Council supporting a Resolution for something that would positively
impact the community. She provided further comment on the partnership the City had with the School
District.

Councilmember Jacobsen thanked the ISD 621 staff members for their attendance and for the great work they
were completing on behalf of the community.

Councilmember Bauman understood there was a great value to having a strong school district in the
community. However, she feared that her taxes would continue to rise and that she may be taxed out of her
home.

Mayor Johnson and the City Council thanked the School District representatives for their time and presentation
on the refe rendum.

Mayor Johnson explained she spoke with the City Attorney regarding student reps on City commissions and
noted other cities allow them to have voting rights. She asked for feedback from the Council on this matter.

Councilmember Burg stated she had concerns with a student member having voting rights on the Planning
Commission.

Councilmember Jacobsen agreed.

Councilmember Strub did not believe a student vote would flip many actions for the Planning Commission.

Councilmember Jacobsen disagreed and stated some votes were 3-3 due to absences and explained a student
vote would have an impact.

Councilmember Bauman supported all student commission reps having a vote, except for the Planning
Commission.

Mayor Johnson asked if a student rep on the Pla nning Commission could voice their vote and not have it
tabulated.

Councilmember Strub suggested an ex-officio role be created for a student rep on the Planning Commission.
