<br /> <br /> <br /> <br />Council Worksession <br />November 28, 2017 <br />5:00 pm <br /> <br />Present: Mayor Valerie Johnson <br /> Councilmember Gina Bauman <br />Councilmember Brian Strub <br /> Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br /> <br />Staff in A ttendance: Dean Lotter, Brenda Davitt, Craig Schlichting <br /> <br />Guests in Attendance : <br /> <br />Utility Rate Analysis <br />Lotter stated staff would be providing an analysis report on the City’s water, sewer, storm water and street <br />lights. He thanked Directors Davitt and Schlichting for their efforts on this project. <br /> <br />Davitt provided the Council with a detailed presentation on the City’s utility rates. She discussed how water <br />conservation efforts were impacting the City’s enterprise funds. <br /> <br />Schlichting commented on the Capital Improvement Projects planned for the next 30 years and described how <br />these projects would impact utility rates. <br /> <br />Davitt reviewed how staff had changed their assumptions for water sales going forward and discussed the <br />proposed new mixed rate water structure. She reported eight out of ten comparable cities have a different rate <br />structure for commercial/other properties versus residential properties. Lotter discussed the amount of water <br />the City used when on its own aquifer and how this has changed over the past two years. <br /> <br />Further dis cussion ensued regarding the water that was given to the City of Fridley on an annual basis. <br /> <br />Councilmember Bauman stated consumption in the City could eventually increase. She believed the numbers <br />were quite conservative at this time. <br /> <br />Mayor Johnson agreed with this assessment and noted the water numbers could be readjusted on a yearly basis. <br /> <br />Councilmember Strub suggested PREC discuss water conservation and water usage in 2018. <br /> <br />Mayor Johnson asked if apartment buildings would be receiving a residential or commercial rate. Davitt stated <br />apartment buildings would be under the commercial/other category. <br /> <br />Schlichting commented on the proposed sanitary sewer rates and reviewed the lift station projects planned for <br />the near future. <br /> <br />Burg requested further information on how sewer lining was conducted.
