12th. Lotter stated there was not enough time to provide proper notice for the proposed change if addressed on
December 5th. Therefore, the Council would have to wait to address the matter at their December 12th meeting.

Councilmember Strub recommended the Council direct staff to draft an Ordinance that would move local
elections to even numbered years. He discussed the law change made by the State legislature that now allows
the City to lengthen or shorten terms.

Mayor Johnson expressed frustration that this item has been discussed and no action has been taken. She
agreed this item should move forward for a vote.

Councilmember Bauman believed the proposed change was self-serving.

Councilmember Burg indicated the role of the City Council was to act as leaders in the community for the
people. She was of the opinion it was in the best interest of the community that changing elections to even
numbered years would benefit all residents in New Brighton.

Worksession adjourned at 6:21 pm

Respectfully submitted,

Terri Spangrud
City Clerk
