December 12, 2017 <br />City Manager Lotter indicated Finance Director Davitt would be presenting this item to the Council. <br />Finance Director Davitt explained the City's General Operating Fund Budget for 2018 is <br />$15,886,170, which represents an additional investment of $779,570 from the adopted 2017 <br />budget. The City's special revenue fund includes the golf course. The enterprise funds include: <br />Water, Sewer, Stormwater, and Street Lighting. The internal service funds include: Risk <br />Management, Information Technology, Fleet Replacement, Non -Fleet Replacement, and <br />Pavement Management. The total for the City's special revenue, enterprise and internal service <br />funds' 2018 budgets is $13,349,640. She reviewed the CIP in detail with the Council and noted <br />the total for the 2018-2027 CIP is $83,866,859. <br />Councilmember Bauman stated she supported the CII' as proposed but would not be offering her support to <br />this item because she did not approve of the budget. <br />4 Ayes, I Nay (Bauman opposed) Motion Carried <br />3. Consider Resolution Adopting the Final 2018 Tax Levy for Lake Diane and Bicentennial <br />Pond Storm Sewer Taxing Districts. <br />Motion by Councilmember Burg, seconded by Councilmember Jacobsen to Approve a Resolution <br />Adopting the Final Tax Levies for Taxes Payable in 2018 for Lake Diane and Bicentennial Pond <br />Storm Sewer Improvement Taxing Districts. <br />City Manager Lotter explained the City has established Storm Sewer Improvement Taxing <br />Districts within the City for Lake Diane and Bicentennial Pond. A Storm Sewer Improvement <br />Taxing District is an area within the territorial limits of a municipality. The municipality may <br />acquire, construct, maintain, and otherwise improve storm sewer systems and related facilities <br />within the district for the benefit of the district. The Public Works Department works with the <br />residents of each district to determine specific projects and courses of action. The costs <br />involved are recovered by levying tax on all taxable properties within the district. It was noted <br />the City has adopted similar tax levies for both districts for a number of years. <br />5 Ayes, 0 Nays -Motion Carried <br />4. Consider Resolution Establishing the Utility Rates and Charges for 2018 <br />Motion by Councilmember Strub, seconded by Mayor Johnson to adopt a Resolution Establishing the <br />2018 Utility Rates and Charges. <br />City Manager Lotter indicated Finance Director Davitt and Community Assets and Development Director <br />Schlichting would be presenting this item to the Council. <br />Finance Director Davitt reported an analysis of the City's water, sewer, stormwater and street <br />lights enterprise operations and their respective capital improvement plans has been completed. <br />The focus of the analysis is to ensure the determination of revenues, expenses and net income <br />is appropriate for operations, capital maintenance and replacement. The financial model has <br />been updated with the recommended 2018 budgets for the Water, Sewer, Stormwater, and <br />Street Light Funds, as well as the projected results for 2017. <br />Finance Director Davitt explained water and sewer charges are based upon water usage, while <br />stormwater and street lights are flat charge. Water consumption is metered and is read <br />quarterly. Residential sewer charges are baled upon the customer's water consumption during <br />their "winter quarter". The quarterly sewer charges are then "fixed" for the summer months <br />and adjusted again the next year based on the next "winter quarter". She stated water and <br />sewer have a "flat rate" component built into the charges. The flat rate is established to pay for <br />the fixed costs of delivering both water and sewer services to the property regardless of the <br />Page 7 of 10 <br />3.
