Motion Amendment: Motion by Councilmember Burg, seconded by Mayor Johnson to amend the motion to read adopt Ordinance No. 857 Changing the Municipal Election year, Amending City Code Section 2 —16. 4 Ayes,1 Nay (Bauman opposed) Amendment Carried Mayor Johnson stated she would like all residents in New Brighton to understand her only goal in going to even yeared elections was to get more citizens involved in local elections. Councilmember Bauman questioned how many registered voters New Brighton had. City Clerk Spangtud reported the City had apprnxirrrately 13,000 registered voters. Councilmember Bauman stated her fear was that residents would not take the time to complete their entire ballot for even numbered years. Councilmember Jacobsen stated he was torn on this issue. He commented that only 19 cities that old odd year elections out of the 800+ cities in the State of Minnesota. He indicated he did not feel good that he got elected by only 3,300 residents knowing that 13,000 were registered to vote. He wanted to see New Brighton residents get involved and get out to vote. He reported he spent a lot of time in the military and has spent time in countries that did not have the right to vote. For this reason, he would be supporting the proposed Ordinance. Councilmember Burg thanked Councilmember Jacobsen for his service. She indicated she has never discussed the cost of the extra elections but she requested further information from staff regarding the expense. City Clerk Spangrud commented on the expense per vote for even numbered elections versus odd numbered elections. She noted the bulk of the expense was for personnel and election judges. Mayor Johnson stated she was a proud Minnesotan that was encouraged by high voter turnout. Local No. 113 and the City of New Brighton. City Manager Lotter reported staff had reached a three-year agreement with LELS 113. He was proud of the relationslvps the City had with its unions and appreciated the conversations held in order to reach this agreement. He commented further on the changes within the agreement and recommended approval. Mayor Johnson stated she pulled this item to note that Public Safety was a priority service for New Brighton residents. She thanked staff for negotiating this contract and also thanked the patrol officers for reaching an j agreement with the City. 5 Ayes, 0 Nays -Motion Carried 7.
