qVMWrON <br />the city that works for you <br />Council Worksession <br />December 12, 2017 <br />5:00 pm <br />Present: Mayor Valerie Johnson <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter, Craig Schlichting <br />Guests in Attendance: Mark Lindeberg <br />I -35W MNPASS Traffic Mitigation Strategies <br />Lotter stated Schlichting would be presenting this item to the Council. <br />Schlichting stated MnDOT has completed a technical analysis of the expected traffic operations on the local <br />roadway system during the I -35W North MnPASS construction project from 2019 to 2022. The analysis <br />identified expected traffic shifts during the construction and evaluated impacts the diverted traffic may have on <br />the local system. Based on the impacts, potential mitigations were evaluated to improve safety and mobility <br />during the construction period due to the diverted traffic. <br />Schlichting explained the proposed mitigations located within New Brighton are included for Council review. <br />For every mitigation, staff has indicated whether we support installation of the mitigation, and if supported, the <br />year we would prefer the mitigation to be implemented (2018 or 2019). MnDOT's proposed mitigation <br />installation timing is based on the type of mitigation. These mitigations are temporary and will be removed at <br />the completion of the construction project. It was noted MnDOT will pay for the mitigations and there will be <br />no cost to New Brighton for any of the improvements. Staff reported the mitigation tactics would be installed <br />in 2018. <br />Councilmember Strub asked how long this residual traffic was anticipated to last in New Brighton and <br />questioned how long the new signals would be in place. Schlichting stated a few of the intersections may be <br />permanent solutions, but the remainder are temporary and would be removed. He hoped that once <br />improvements on I -35W were complete local traffic would return to the freeway. <br />Mayor Johnson anticipated that the speed of traffic along Long Lake Road would have to be enforced for the <br />duration of the project. <br />Councilmember Strub recommended that pedestrian crosswalks be considered at the temporary signaled <br />intersections for safety purposes. He suggested plastic barriers for the bike lane along Long Lake Road be <br />pursued by the City while the project is being Ompleted on I -35W. Schlichting stated the City would have to <br />work with the County on this matter. <br />Councilmember Strub thanked MnDOT for being a partner on this project. He recommended that MnDOT <br />
