<br /> <br />Public Safety Commission <br />November 28, 2016 <br /> <br /> <br />Attending: Commissioner Anderson, Commissioner Boyd, Commissioner Conway, <br />Commissioner Donohue, Commissioner Eichers, Commissioner Hollimon, <br />Commissioner Howard, Commissioner Lamp, Commissioner Schumann, <br />Council Member Strub, Mayor Valerie Johnson, Director Paetznick, and Renee <br />Rosenberg (Allina Health) <br /> <br />Absent: Commissioner Allen <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Allen, the Chair, is not in attendance so Commissioner Howard volunteered to Chair <br />tonight’s meeting. <br /> <br />Commissioner Howard called the November 28, 2016 meeting to order at 6:35 pm and roll call was <br />taken. <br /> <br />October Meeting Minutes <br /> <br />The October meeting minutes were reviewed. Commissioner lamp made a motion to approve the <br />October meeting minutes; Commissioner Schumann seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br />A. 21st Century Policing Update – Director Paetznick <br /> <br />Director Paetznick noted the 21st Century Policing report was initially released in May 2015. He felt <br />it was time to check-in again to this document and he briefly reviewed the six pillars. <br /> Building Trust & Legitimacy: continue to promote trust and transparency. <br /> Policy & Oversight: a complete overhaul has been finished; we now use Lexipol for our <br />policy manual which includes daily training bulletins. <br /> Technology & Social Media: a police technical group continues to look at body cameras and <br />command staff recently had social media training. <br /> Community Policing & Crime Reduction: continue our Faith Community Partnership, we <br />have hosted a couple meetings for this; we continue to participate in a pilot mentoring <br />program with law enforcement students. <br /> Training & Education: completed training on de-escalation techniques, we send officers to <br />the CIT training program, and we have two trained crisis negotiators. <br /> Officer Wellness & Safety: continue to promote physical and spiritual wellbeing of officers. <br /> <br />Director Paetznick reviewed the Task Force’s recommendations for each of these pillars. <br /> <br />Updates <br />A.
