<br />Public Safety Commission <br />September 11, 2017 <br /> <br />Attending: Commissioner Boyd, Commissioner Conway, Commissioner Cook, <br />Commissioner Ghouse, Commissioner Hollimon, Commissioner Kessler, <br />Commissioner Malone, Commissioner Wagner, Director Paetznick, <br />Council Member Jacobsen, and Mr. Dave Matteson (Allina Health) <br /> <br />Absent: Commissioner Allen, Commissioner Howard <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Hollimon called the September meeting to order at 6:31 pm and roll call was <br />taken. <br /> <br />August Meeting Minutes <br /> <br />The August meeting minutes were reviewed. Commissioner Kessler made a motion to approve <br />the August meeting minutes; Commissioner Cook seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br />A. Police Body Worn Camera Draft Policy – Director Paetznick <br /> <br />Director Paetznick briefly reviewed the results of the Minnesota Chiefs of Police Association <br />body worn camera survey. <br /> <br />Director Paetznick reviewed the timeline update for the Police Body Worn Camera policy. <br /> <br />Commissioner Malone inquired if the city operated on a fiscal year budget and if there were <br />capital expense items in the 2018 budget. Director Paetznick stated the city is on a fiscal year <br />budget and the 2018 budget is just operational and staff costs. Council Member Jacobsen noted <br />that capital expense items are spread out over 10 years for replacement planning purposes. <br /> <br />Director Paetznick reviewed the Work Session Outline he will use for the September 26th City <br />Council Work Session. Council Member Jacobsen asked Director Paetznick to include the <br />information on the comparisons with other agencies. <br /> <br />The Police Body Worn Camera Draft Policy was reviewed. Commissioner Kessler noted the <br />department needs spare cameras for officers to use if their camera is broken. Commissioner <br />Wagner asked of Director Paetznick was going to present the policy or the policy with options? <br />Director Paetznick noted it is not common for policy to be decided by Council; policy is usually <br />decided by the department. Mr. Dave Matteson (Allina Medical) inquired if video footage could <br />be subpoenaed for a civil lawsuit. Director Paetznick stated he would have to check with the <br />Minnesota Department of Administration – Data Practices Office for their opinion on this. <br />Commissioner Ghouse asked about the wording “may supersede this policy” under the Scope <br />section. She felt this wording was a little vague and wondered what other agencies used for <br />wording. Director Paetznick noted all departments using body worn cameras have their policies <br />on their web sites. <br />
