Public Safety Commission <br />June 12, 2017 <br /> <br />Attending: Commissioner Boyd, Commissioner Conway, Commissioner Hollimon, <br />Commissioner Howard, Commissioner Kessler, Commissioner Malone, <br />Commissioner Wagner, Director Paetznick, Council Member Jacobsen, <br />and Ms. Renee Rosenberg (Allina Health) <br /> <br />Absent: Commissioner Allen, Commissioner Cook, Commissioner Ghouse <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Hollimon called the June meeting to order at 6:30 pm and roll call was taken. <br /> <br />April Meeting Minutes <br /> <br />The April meeting minutes were reviewed. Commissioner Kessler made a motion to approve the <br />April meeting minutes; Commissioner Malone seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br /> <br />Director Paetznick provided an update for the Commissioners on Police Worn Body Cameras, <br />including industry & organizational history of such technology, the Public Safety Commission’s <br />history with the topic, action items & recommendations from the Task Force Report on 21st <br />Century Policing, relevant Minnesota Statutes, data classification, retention periods, public <br />comment, written policy, status update, funding, and proposed timeline. <br /> <br />Commissioner Wagner inquired about peer/comparison agencies and their use of police worn <br />body cameras. Council Member Jacobsen asked about stopping/starting the cameras, buffering <br />of the video capture, and use by agency members including SROs and PSOs. Commissioner <br />Malone commented about pros/cons based on her review of the limited research for this subject, <br />including a decrease in citizen complaints, impact on use of force by officers, compliance by <br />subjects, and evidentiary use. Commissioner Wagner inquired about officer opinions related to <br />the program implementation. Commissioner Howard asked about any negatives relating to the <br />use of the technology. Commissioner Wagner questioned if there would be additional data <br />requests as a result of implementing the technology. Commissioner Malone asked about <br />potential survey questions. <br /> <br />Updates <br />A. Citizen Corps Council <br /> <br />No report. <br /> <br />Department Reports <br />A. Allina Health <br />Ms. Renee Rosenberg, Allina Health, provided an update on the measles outbreak (76 cases <br />statewide, 67 in Hennepin County and 3 in Ramsey) and their organizational precautions to <br />prevent spread of the disease.
