addressing the mandatory requirements of the Metropolitan Council, the update process will test the City's long <br />term vision for development. The Council selected HKGi out of three total proposals, mostly because of their <br />history in working in New Brighton (including on comprehensive planning), as well as their work on the Old <br />Highway 8 Corridor Study named "A Vision for the Heart of New Brighton". Comprehensive planning is a <br />process that is undertaken every ten years to ensure metropolitan cities and counties visions and goals align with <br />regional needs and policies adopted by the Metropolitan Council. This is required under the Minnesota <br />Metropolitan Land Plan Act under Minnesota Statue 473. <br />Planning Director Gundlach indicated one of the biggest steps in the overall work plan of the Comprehensive <br />Plan update is the Community Engagement Plan. A draft Community Engagement Plan is attached for review. <br />Several opportunities for community engagement will be provided, mostly via online content through a variety <br />of sources including the City's website, City Facebook pages, social pin point, etc. In addition to an online <br />presence, three face-to-face meetings with various groups will be conducted, including with: 1) business, <br />developer, broker community, 2) general public, 3) joint Council/Commissions meeting. The Commission will <br />be directly involved in the third face-to-face meeting. Individual commissioners may also participate in the <br />general public meeting and through the various online forums. <br />Planning Director Gundlach stated at this time, this information is intended to be informational in nature. There <br />will be many opportunities for comment as the process moves forward, including working directly with HKGi. <br />It is staff and HKGi's intent to provide updates to the Planning Commission during regular monthly meetings or <br />work sessions throughout the duration of the project. From time to time, the Planning Commission will also be <br />used to vet preliminary ideas and directions. As Planning Commissioners, you should act as advocates for the <br />update process, encouraging your friends, neighbors, and business contacts locally to get involved. Staff <br />requested comments or questions from the Commission. <br />Commissioner Murphy questioned how long it would take to complete the Comprehensive Plan update. <br />Planning Director Gundlach stated staff was hoping to have the initial draft done by December 2017 in order to <br />allow for neighboring agencies to offer comment in 2018. <br />Commissioner Murphy asked how HKGi would be addressing the Comp Plan meetings.
