PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — April 18, 2017 7:00 p.m. <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Jeanne Frischman, Nasreen <br />Fynewever, Ben Jones, and Melissa Murphy <br />Absent: Dania Miwa <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Brian Strub-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from March 21, 2017: <br />Motion by Commissioner Danger, seconded by Commissioner Frischman, to approve the March 21, 2017 <br />meeting minutes as presented. <br />Approved 6-0. <br />Council Action: Councilmember Strub welcomed the new commissioners to the Planning Commission. <br />Welcome New Commissioners Jones and Fynewever: Chairperson Nichols-Matkaiti welcomed newly <br />appointed Commissioners Jones and Fynewever to the Planning Commission. She asked that each of the new <br />members introduce themselves to the Commission. <br />Commissioner Fynewever introduced herself to the Commission noting she had three children and works at <br />Irondale High School. <br />Commissioner Jones stated he lived near Hanson Park with his family and has lived in New Brighton for the <br />past four years. He explained he and his wife just had their first child and he works in as a lawyer for the <br />Department of Employment and Economic Development. <br />Public Hearing: <br />(A) Peter Beck, acting on behalf of the United Theological Seminary, requests consideration of a <br />Special Use Permit to allow operation of a K-8 school serving up to 300 students at 3000 5th ST <br />NW. <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to allow operation <br />of a 300 student, kindergarten thru eighth grade school, out of the existing seminary campus at 3000 5th Street <br />NW. The property located at 3000 5th Street NW is zoned R — 1, Single Family Residential and schools require a <br />Special Use Permit. The seminary is operating under a Special Use Permit that dates to 1961. That approval is <br />specifically for a "theological seminary". <br />Planning Director Gundlach explained the applicant has stated in their written narrative that two existing <br />campus buildings would be renovated to accommodate the school use, including the two-story McMillan Center <br />
