PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — May 16, 2017 7:00 p.m. <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Jeanne Frischman, Nasreen <br />Fynewever, Ben Jones, and Dania Miwa <br />Absent: Commissioner Melissa Murphy <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Brian Strub-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from April 18,2017: <br />Motion by Commissioner Danger, seconded by Commissioner Fynewever, to approve the April 18, 2017 <br />meeting minutes as presented. <br />Approved 6-0. <br />Council Action: Councilmember Strub noted the Council approved the temporary healthcare dwelling and <br />seminary request at their last meeting. He thanked the Planning Commission for their thorough discussion and <br />recommendations on both of these items. <br />Public Hearing: <br />(A) Dan Mueller of Ryan Companies requests consideration of a Preliminary and Final Plat, <br />Preliminary and Final Planned Unit Development, and Site Plan allowing for construction of a <br />36,500 SF office/testing/certification building located on property legally described as Outlot D, <br />NEW BRIGHTON EXCHANGE IST ADDITION and a portion ofOutlot B, NEW BRIGHTON <br />EXCHANGE 2ND ADDITION. <br />Planning Director Janice Gundlach reported the applicant has submitted the following land use applications in <br />support of development of Block D in New Brighton Exchange with a 37,000 SF office/testing/certification <br />building and associated site improvements, including surface parking, landscaping, and utilities: <br />Preliminary & Final Plat: Converts the existing legal description from an undevelopable outlot to a lot <br />and block definition. Will also amend the existing physical property boundaries to meet the needs of the <br />development. <br />Preliminary & Final Planned Unit Development: Allows development of the property under NBE, New <br />Brighton Exchange zoning district regulations, with specified deviations in connection with enhanced <br />pedestrian and landscaping features. <br />Site Plan: Provides an analysis of the proposed plans to ensure compliance with minimum development <br />standards in the Zoning Code. <br />Planning Director Gundlach explained the proposed building will be used for office, testing, and certification in <br />support of TUV's business -to -business engineering service that provides international safety testing and <br />
