PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — July 18, 2017 7:00 p.m. <br />Present: Chairperson Erin Nichols-Matkaiti, Commissioners Steve Danger, Jeanne Frischman, Ben Jones, <br />Dania Miwa, and Melissa Murphy <br />Absent: Commissioner Nasreen Fynewever <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Brian Strub-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from June 20, 2017: <br />Motion by Commissioner Danger, seconded by Commissioner Murphy, to approve the June 20, 2017 <br />meeting minutes as presented. <br />Approved 6-0. <br />Council Action: Councilmember Strub reported the City Council recently approved the zoning change for <br />Provident Home Health Care and an agreement with APi. He explained he attended a ground breaking <br />ceremony on Wednesday, July 12th for TUV SUD. <br />Commission Business: <br />(A) Nick Houwman of Houwman Architects, acting on behalf of Big Blue Box, requests an <br />amendment to a previously approved Site Plan concerning construction of an office building at <br />587 1st ST SW. <br />Planning Director Janice Gundlach reported the applicant sought land use approvals in last year for construction <br />of a one-story, 3,360 SF office building and associated parking, landscaping, and utility improvements at the <br />unaddressed site located immediately east of 587 1st ST SW. The applicant is now requesting to amend those <br />previous approvals, allowing instead to construct a smaller, two-story, 3,180 SF office building (footprint of <br />1,590 SF). All other site improvements remain unchanged. <br />Planning Director Gundlach explained in August of 2016 the applicant made application for a Site Plan, Special <br />Use Permit, and Nonconforming Use Permit. Those requests were approved by the City Council on August 23, <br />2016 per Resolution 2016-077 (attached). This land use request will only examine the changes to the Site Plan, <br />as the other requests remain approved and will not be affected by the Site Plan amendment. Further, the <br />conditions of Resolution 2016-077 remain in effect unless otherwise amended herein. Staff recommends <br />approval of the amended Site Plan, subject to the following conditions: <br />1. The project is developed in accordance with the submitted plans, attached as exhibits to the Planning <br />Report dated 7/13/2016. <br />2. Compliance with the previously approved conditions of Resolution 2016-077: <br />
