PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — October 17, 2017 7:00 p.m. <br />Present: Acting Chair Steve Danger and Commissioners Nasreen Fynewever, Ben Jones, Dania Miwa and Erin <br />Nichols-Matkaiti <br />Absent: Commissioners Jeanne Frischman and Melissa Murphy <br />Also Present: Janice Gundlach-Assistant Director of Community Assets & Development/Planning Director, <br />and Brian Strub-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from September 19, 2017: <br />Motion by Commissioner Miwa, seconded by Commissioner Jones, to approve the September 19, 2017 <br />meeting minutes as presented. <br />Approved 5-0. <br />Council Action: Councilmember Strub reported the Council approved the SUP for a garage at 854 7th Avenue <br />NW. He explained the Council was considering adding a student representative to each of its commissions. He <br />indicated no decision has been made at this time and conversation will continue regarding the role of student <br />commissioners, along with their voting rights. <br />Public Hearing: <br />(A) Eddie Buell of Buell Consulting Inc., acting on behalf of T -Mobile, requests consideration of a <br />Special Use Permit to allow installation of telecommunications equipment on the City water <br />tower at 660 5th ST SW a height of approximately 120'. <br />Planning Director Gundlach reported T -Mobile is requesting a Special Use Permit to allow installation of nine <br />telecommunications antenna on the top of the City's south water tower located at 660 5th ST SW. The total <br />height of the tower is 188'. In addition to the antennas, T -Mobile would also install supporting equipment, <br />including nine new remote radio units and controls at the base of the tower. No equipment will be located <br />outside. The antennas are proposed on the stem of the tank at a height of approximately 120'. The ground <br />controls equipment located at the base of the tower would be placed on existing concrete slab. A Structural <br />Analysis has been performed to show that the tank has adequate capacity to support the weight of the proposed <br />equipment. T -Mobile and the City will enter into a lease agreement, which the City Council will act on <br />independently from this request. Lastly, Sirius XM was previously located on this tower, but vacated last year. <br />Thus, the addition of T -Mobile's equipment should not place any additional structural or space barriers on the <br />tower or site itself. Staff provided further comment on the request and recommended approval of the Special <br />Use Permit as submitted. <br />Commissioner Jones asked how the antenna would be placed on the tower. Planning Director Gundlach <br />explained a special water tower consultant would assist with this project and noted these antennas would be <br />attached in the same manner as the other antennas. She stated she was most concerned with the coatings on the <br />metal in order to ensure the water tower was not adversely impacted by the antenna. <br />
