Director of Community Assets & Development/Planning Director <br /> <br />SUBJECT: Comprehensive Plan Update <br /> <br />As the Commission has already been made aware, the City Council selected Hoisington Koegler Group <br />Inc. (HKGi) to assist the City in preparing the mandatory update to the City’s Comprehensive Plan. <br />Attached is the original proposal HKGi submitted, which provides lots of information about HKGi and the <br />proposed work plan (part 2 of the proposal) for the Comprehensive Plan update. Beyond addressing the <br />mandatory requirements of the Metropolitan Council, the update process will test the City’s long term <br />vision for development. The Council selected HKGi out of three total proposals, mostly because of their <br />history in working in New Brighton (including on comprehensive planning), as well as their work on the <br />Old Highway 8 Corridor Study named “A Vision for the Heart of New Brighton”. Comprehensive <br />planning is a process that is undertaken every ten years to ensure metropolitan cities and counties <br />visions and goals align with regional needs and policies adopted by the Metropolitan Council. This is <br />required under the Minnesota Metropolitan Land Plan Act under Minnesota Statue 473. <br /> <br />One of the biggest steps in the overall work plan of the Comprehensive Plan update is the Community <br />Engagement Plan. A draft Community Engagement Plan is attached for review. Several opportunities <br />for community engagement will be provided, mostly via online content through a variety of sources <br />including the City’s website, City Facebook pages, social pin point, etc. In addition to an online presence, <br />three face-to-face meetings with various groups will be conducted, including with: 1) business, <br />developer, broker community, 2) general public, 3) joint Council/Commissions meeting. The <br />Commission will be directly involved in the third face-to-face meeting. Individual commissioners may <br />also participate in the general public meeting and through the various online forums. <br /> <br />At this time, this information is intended to be informational in nature. There will be many <br />opportunities for comment as the process moves forward, including working directly with HKGi. It is <br />staff and HKGi’s intent to provide updates to the Planning Commission during regular monthly meetings <br />or work sessions throughout the duration of the project. From time to time, the Planning Commission <br />will also be used to vet preliminary ideas and directions. As Planning Commissioners, you should act as <br />advocates for the update process, encouraging your friends, neighbors, and business contacts locally to <br />get involved.
