9 Chairperson Nichols-Matkaiti reported the proposed traffic flow was based on staff recommendation. She asked if the Commission wanted to address the potential for “No Parking” on the east side of Stinson Boulevard. Planning Director Gundlach reported the Commission could address this concern but stated most “No Parking” requests were heard by the Public Safety Commission. She suggested a condition be added requesting the Public Safety Commission examine the need for “No Parking” signs on the east side of Stinson Boulevard south of 5th Street in the event there were concerns about traffic. Mr. Beck stated he had no objection to this condition. Norm Schiferl, 2720 Mission Court, understood the seminary has been very kind to host the farmers market. He suggested the parking along Stinson Boulevard be allowed during the farmer’s market. Chairperson Nichols-Matkaiti requested staff review the language changes to the amended conditions. Planning Director Gundlach then reviewed the language changes for Conditions 1, 5, 9 and 12 with the public and were amended as follows: 1. Use of the property be for the special use shall be consistent with the submitted Site Plan and conceptual floor plans unless otherwise amended these conditions. 5. The playground area is limited to the area depicted on the submitted Site Plan or the two front yard locations depicted on attached Exhibit A, and the backyard location shall not extend north or east past the existing trail. 9. School activities (hours of operation) shall be limited to Monday thru Friday from 7 am to 6 pm and no outdoor activities after 5 pm. Up to eight (8) exceptions to these hours shall be permitted per school year for special events, except that special events shall limit outdoor activities as follows: a. Monday thru Friday: No outdoor activities past 8 pm b. Saturday: No outdoor activities past 3 pm c. Sunday: No outdoor activities allowed Planning Director Gundlach recommended that Condition #12 be amended and that the number of calls will be ratioed down to a 300-member school. She stated she would work with the Public Safety Department on this issue. Chairperson Nichols-Matkaiti made one last call for public comments. Another resident asked if there were other impacts on the neighborhood staff and the Planning Commission should be considering if a school were allowed to locate on this site. Planning Director Gundlach did not believe there were any other matters to consider. Commissioner Fynewever stated if the request were denied, how much time would have to pass before the applicant could resubmit their request. Planning Director Gundlach indicated she would have to investigate this matter with respect to New Brighton City Code requirements. Councilmember Strub noted his daughter attends Bel Air Elementary and explained their after school childcare pickup time was 6 pm. Commissioner Fynewever reiterated that the after school childcare would be managed by the tenant.
