<br /> <br />9 <br /> <br /> <br />Chairperson Nichols-Matkaiti reported the proposed traffic flow was based on staff recommendation. She <br />asked if the Commission wanted to address the potential for “No Parking” on the east side of Stinson <br />Boulevard. Planning Director Gundlach reported the Commission could address this concern but stated most <br />“No Parking” requests were heard by the Public Safety Commission. She suggested a condition be added <br />requesting the Public Safety Commission examine the need for “No Parking” signs on the east side of Stinson <br />Boulevard south of 5th Street in the event there were concerns about traffic. <br /> <br />Mr. Beck stated he had no objection to this condition. <br /> <br />Norm Schiferl, 2720 Mission Court, understood the seminary has been very kind to host the farmers market. <br />He suggested the parking along Stinson Boulevard be allowed during the farmer’s market. <br /> <br />Chairperson Nichols-Matkaiti requested staff review the language changes to the amended conditions. Planning <br />Director Gundlach then reviewed the language changes for Conditions 1, 5, 9 and 12 with the public and were <br />amended as follows: <br /> <br />1. Use of the property be for the special use shall be consistent with the submitted Site Plan and conceptual <br />floor plans unless otherwise amended these conditions. <br />5. The playground area is limited to the area depicted on the submitted Site Plan or the two front yard <br />locations depicted on attached Exhibit A, and the backyard location shall not extend north or east past <br />the existing trail. <br />9. School activities (hours of operation) shall be limited to Monday thru Friday from 7 am to 6 pm and no <br />outdoor activities after 5 pm. Up to eight (8) exceptions to these hours shall be permitted per school year <br />for special events, except that special events shall limit outdoor activities as follows: <br /> a. Monday thru Friday: No outdoor activities past 8 pm <br /> b. Saturday: No outdoor activities past 3 pm <br /> c. Sunday: No outdoor activities allowed <br /> <br />Planning Director Gundlach recommended that Condition #12 be amended and that the number of calls will be <br />ratioed down to a 300-member school. She stated she would work with the Public Safety Department on this <br />issue. <br /> <br />Chairperson Nichols-Matkaiti made one last call for public comments. <br /> <br />Another resident asked if there were other impacts on the neighborhood staff and the Planning Commission <br />should be considering if a school were allowed to locate on this site. Planning Director Gundlach did not <br />believe there were any other matters to consider. <br /> <br />Commissioner Fynewever stated if the request were denied, how much time would have to pass before the <br />applicant could resubmit their request. Planning Director Gundlach indicated she would have to investigate this <br />matter with respect to New Brighton City Code requirements. <br /> <br />Councilmember Strub noted his daughter attends Bel Air Elementary and explained their after school childcare <br />pickup time was 6 pm. <br /> <br />Commissioner Fynewever reiterated that the after school childcare would be managed by the tenant. <br />
