<br /> <br />2 <br /> <br />a. The applicant implements the recommendations noted in the Interoffice Engineering Memo dated 8- <br />11-2016. <br />b. All trailers stored on the property shall be properly licensed and operable. No junk, inoperable or <br />unsightly trailers shall be stored on the property. <br />c. The applicant shall control any dust generated by the gravel storage area with a water truck or on- <br />site sprinklers. <br />d. No bulk chemicals, or any materials that would general odors, smoke, glare, air pollution, or fire or <br />safety hazards shall be stored on the property or within the trailers stored in the outside storage area. <br />e. All existing outdoor storage shall be moved to meet the 50’ setback to the OHWL of Jones Lake. <br />f. The modular building meets all State Building Code requirements. <br />g. The applicant submits a revised Landscape Plan depicting 30 canopy trees and 66 total shrubs (51 <br />additional from current plan). <br />h. The applicant works with the modular building manufacturer to add brick, stone, or decorative block <br />to the street side of the building to meet the minimum standard of Zoning Code Section 6-390(12). <br />i. DNR review and approval of the proposed plans. <br />3. Implementation of the requirements noted in the interoffice Public Safety memo dated 7/6/2017, <br />attached herein. <br /> <br />Motion by Commissioner Murphy, seconded by Commissioner Miwa, to approve staff recommendation. <br /> <br />Approved 6-0. <br /> <br /> <br />Discussion & Feedback – Comprehensive Plan Update: <br /> <br />Planning Director Gundlach explained a representative from HKGi was present to provide the Planning <br />Commission with a detailed update on the 2040 Comprehensive Plan. <br /> <br />Bryan Harjes, HKGi, commented on where staff was in the Comprehensive Planning process. He reviewed the <br />takeaways from the Community Engagement with the Commission and commented on the vision and guiding <br />principles for the City. He stated he looked forward to gathering addition information from the public at <br />Stockyard Days. He discussed the key concepts and ideas for the northern, Central, southern and Civic portions <br />of the City with respect to land use, parks, open space, connectivity, along with Community Development ideas. <br />The City’s implementation tools were reviewed such as up-zoning parcels, public-private partnerships, and the <br />City assisting with land assembly. He understood there was a desire for the City to have a public market and <br />discussed the factors to consider for this shared space. <br /> <br />Planning Director Gundlach reported the food truck idea came from requests for more restaurants. She <br />explained that the market may not support additional restaurants but local events with food trucks may be an <br />option for the City in terms of meeting residents requests for more restaurants. <br /> <br />Mayor Johnson stated she was very pleased with the turnout at the Community Engagement events. <br /> <br />Commissioner Danger asked if the proposed plans would run existing businesses out of town. Planning <br />Director Gundlach stated this was not the City’s intent in any way, but rather staff would allow the market to <br />dictate the ebb and flow of businesses within the community. She continued that those wanting to stay would <br />not be pushed out. <br />
