Surrounding Land Uses: <br /> North: Jones Lake / wetland <br /> South: 5th ST – industrial warehouse <br /> East: industrial warehouse <br /> West: Garden Grove multi-family apt. complex <br /> <br />SPECIAL USE PERMIT ANALYSIS <br />T-Mobile is proposing to mount nine antennas on top of the City’s south water tower located at <br />660 5th ST SW. The antennas will be mounted on the stem of the tower and are placed in three <br />“sectors” with three antennas proposed per sector. Included in the proposal is locating controls <br />equipment at the base of the tower. This equipment is located indoors, with no equipment to be <br />stored outdoors. <br /> <br />There are various Zoning Code sections applying to telecommunications equipment. The <br />following is an analysis of whether this request complies with those various Zoning Code <br />standards (staff responses in italics): <br /> <br />Section 4-600 (2) provides that the following regulations are met prior to issuance of any <br />building permits for towers and/or antenna. <br /> <br />A. All towers and antennae shall have setbacks equal to or greater than the height of the <br />proposed structure, unless otherwise reduced by action of the City Council in accordance <br />with Zoning Code Section 4-600 (4) (D). <br /> <br />The antennas are being placed to the stem of the existing tower. The existing tower is <br />roughly 50’ from the south, east and northern property boundary and 90’ from the <br />westerly boundary. Being the tower structure the antennas are being mounted to is <br />existing, this standard does not apply. <br /> <br />B. The distance of any guy anchorage or similar device shall be at least ten feet from any <br />property line. <br /> <br />This condition does not apply as there are no guy anchorage or similar devices needed <br />for these antenna and because the tower is existing. <br /> <br />C. Suitable protective anti-climb fencing and a landscape planting screen shall be <br />provided and maintained around the structure and accessory attachments. <br /> <br />Fencing currently exists for the water tower and no additional fencing will be required. <br />Also, all ground equipment will be located within the tower, which will act as the <br />necessary fencing and screening. <br /> <br />D. The applicant shall present documentation of the possession of any required license by <br />any Federal, State, or local agency. <br /> <br />This documentation will be provided at the time of building permit submittal and verified <br />by the Building Official prior to issuance of any permits. <br />
