<br /> <br />MEMO <br />DATE: May 13, 2011 <br />TO: Planning Commission <br />FROM: Janice Gundlach, City Planner <br />SUBJECT: Follow-up Information on SP2011-007 <br /> <br />Rather than prepare another Planning Report, this memo will serve as an update <br />on the issues that were raised at the April 19th Planning Commission meeting <br />concerning Donald Wyland and Carol Noren’s request for a Special Use Permit <br />and Site Plan to operate a pet cremation business at 15 2nd AVE SE. <br /> <br />Each issue is bulleted below with an explanation on what has occurred since the <br />last meeting: <br /> <br /> SITE PLANNING CONCERNS <br /> <br />Council member Phillips expressed concerns regarding the proposed addition, <br />parking lot functionality, handicap accessibility, and overall concern the site was <br />being overbuilt with the proposed addition. The applicants have evaluated their <br />needs and have withdrawn their request for a Site Plan approval to permit the <br />addition. The applicants feel their needs can be adequately met within the <br />confines of the existing 25’ x 39’ building. Thus, the site will function as it <br />functions today, which is in compliance with parking standards. The applicants <br />would still proceed with removal of the two overhead doors facing north and <br />replace those doors with a window and doorway as previously described. <br /> <br /> LOCATIONS OF SIMILAR BUSINESSES & THEIR IMPACTS ON RESIDENTIAL AREAS <br /> <br />Several comments were made at the April public hearing concerning the <br />proposed pet cremation use existing too close to residential uses. One example <br />in the City of Edina was shared; however that business was located in an <br />industrial park. The applicant provided a list of the licensed crematories in the <br />State of Minnesota. Staff located these addresses in Google Earth to determine <br />if any of the sites were in residential areas. Staff was able to locate at least 5 <br />examples: 2 in Minneapolis, 1 in Minnetrista, 1 in Brooklyn Park, and 1 in the <br />City of Duluth. While there were others, these examples were the best <br />representations of crematories in residential areas in that the Google Earth
