<br /> <br />3 <br /> <br />Skip Wyland, Pets Remembered, introduced himself to the Commission and thanked them for their <br />consideration. <br />Commissioner Jones asked how much business Pets Remembered was currently doing and how this would <br />change after the expansion. Mr. Wyland stated the expansion included a second machine, which would double <br />his capacity. He explained he received referrals from local vets and from the University of Minnesota. He <br />described how the funeral business was cyclical. <br />Commissioner Fynewever congratulated Mr. Wyland on his businesses growth. <br />Ed Laumeyer, 230 First Avenue SE, offered his support for the proposed expansion and explained Mr. Wyland <br />was running a great business in the community. <br /> <br /> <br />Motion by Commissioner Frischman, seconded by Commissioner Murphy to close the Public Hearing. <br /> <br />Approved 5-0. <br /> <br />Commissioner Fynewever questioned if Condition 3 should be altered. <br />Chair Nichols-Matkaiti recommended the language for Condition 3 be amended to read “one-at-a-time per <br />machine”. Planning Director Gundlach explained there was concern in 2011 with this Condition. For this <br />reason, staff included the “one-at-a-time” condition. She noted staff could make this change prior to this <br />Resolution going before the City Council. <br />Commissioner Jones supported this amendment. <br /> <br />Motion by Commissioner Jones, seconded by Commissioner Murphy, to approve staff recommendation <br />as amended. <br /> <br />Approved 5-0. <br /> <br />Update: New Brighton 2040 Comprehensive Plan: <br /> <br />Planning Director Gundlach stated Phase 2 of the community engagement process began after the City <br />completed a critical review of the vision and guiding principles, prepared technical analysis, explored changes <br />in land use, and established key action steps/strategies. The objective of Phase 2 was to present potential <br />changes to the comprehensive plan based on Phase 1 input and technical analysis conducted by the consulting <br />team. A series of ideas, concepts, and alternatives were presented in a way that enabled the stakeholders of New <br />Brighton to gain ownership in the process and truly embrace the plan as the City’s own plan. Topics include <br />where and how redevelopment might or should occur, strategies for economic development or housing <br />development, or policies geared toward energy efficiency for example. She reported a representative from <br />HKGi had a presentation for the Commission. <br />Brad Scheib, HKGi, provided the Commission with a presentation on the City’s 2040 Comprehensive Plan <br />noting the key items that were being addressed by staff. He reported staff would be circulating a draft copy of <br />the plan in the next couple of weeks. He anticipated this group would be reviewing the document in January. <br />He commented on the amount of feedback the City received at Stockyard Days and through Survey Monkey. <br />He described how the City can work to set the stage for the future in order to provide necessary services for <br />their residents. The plans and visions for the future were reviewed in detail with the Commission. He provided <br />further comment on the areas in the City that were proposed for future redevelopment while describing how <br />retail and office space were changing. <br />Commissioner Jones requested further information on how the proposed mixed use would work. Mr. Scheib <br />described how the City would use the mixed use zoning and how this would be implemented going forward.
