having enough parking for the additional visitors, access to drinking water and
the other furnishings that will be provided on-site.

There are also considerations that need to be made within the City organization.
Currently, City Code does not allow animals to roam in any open site. City Code
would need to be changed to allow such a usage. Additional park users will
create additional maintenance needs. This will be everything from increased turf
maintenance to additional trash collection. Also, Public Safety will most like ly
see an increase in calls. The location may help to minimize these calls, as stated
above, a location away from the neighbors may keep the noise calls low, but
there will most likely also be calls for aggressive behaviors. These calls could be
for both dogs and humans. While not addressed above, both the Parks and
Recreation and the Public Safety Departments believe the area does need to be
fully enclosed.

Another piece that needs to be determined is finances. It will cost money not
only to build, but also to operate. At this point we will focus on the creation of the
park. Costs were provided from the construction of two different dog parks in the
metro area. The first is one of the most recent dog park to open, Aquatore Park
in Blaine. Blaine had an area that was nearly perfect to place a dog park. It is
bordered by Highway 65 to the east, Highway 10 to the south, Fogarty
Arena/Aquatore Park to the west and business office to the north. The site also
already had ample parking. Blaine then invested $97,691.01 into the
infrastructure and furnishings needed to create their dog park. The City of
Brooklyn Park went a different route. They selected a site that was well suited
for their needs and invested closer to $10,000 for perimeter fencing only.
