City of New Brighton
Department of community assets and
development
M E M O R A N D U M

DATE: July 31, 2017 (Work Session August 2, 2017)

TO: Parks, Recreation and Environment Commission
Jason Hicks, Interim Parks Director

FROM: Craig Schlichting, Director of Community Assets and Development

SUBJECT: Consider Stormwater Reuse Grant Awarded to New Brighton from the
Metropolitan Council, Develop Public Education Component of Stormwater
Reuse Grant

Recommendation:
1. Review and approve Stormwater Reuse Grant
2. Develop Public Education plan to promote project and awareness

Legislative History: On March 28, 2017, the City Council authorized the application for a 2017
Metropolitan Council Stormwater Reuse Grant, knowing that the City would provide 25% of the
funds for the project and the Metropolitan Council would provide 75% of the funds for the
project.

On May 26, 2017, the City was notified that the Metropolitan Council awarded a $150,000
Stormwater Reuse Grant to the Rice Creek Watershed District for the design and construction
of a stormwater reuse system at New Brighton Lions Park. The City is obligated to pay $50,000,
for a total project cost of $200,000.

On July 26, 2017, the Rice Creek Watershed District Board of Managers met at the Shoreview
City Hall Council Chambers to consider and approve the Metropolitan Council grant agreement
and MOA with the City of New Brighton for the Stormwater Reuse Grant at New Brighton Lions
Park.

On August 2, 2017, the Parks, Recreation, and Environmental Commission (PREC) will meet to
discuss and review the Stormwater Grant and the status of the Lions Park project.

On August 8, 2017, the City Council will meet to review and approve the Stormwater Grant and
Memorandum of Agreement.

Explanation:
The New Brighton Lions Park is situated next to Ramsey County Long Lake Regional Park. The
seasonal demand throughout New Brighton for irrigation needs caught the eye of New Brighton
elected officials and we have implemented conservation measures to ensure all domestic and
fire safety needs continue to be met. This project will reduce the need for potable water for
these domestic and fire safety needs, including the irrigation of the softball/lacrosse fields by
connecting and expanding the existing irrigation system to a nearby stormwater pond. This
ponding has been created to address local runoff and water quality standards.
